Job Overview: The People & Culture Manager position at UNICEF in East Jerusalem involves providing strategic HR guidance and technical leadership in humanitarian action. Duties and Responsibilities:
Provide strategic HR guidance to Section Chiefs on organizational design for both scale-up and scale-down scenarios.
Analyze and synthesize HR issues, recommending solutions based on established guidelines.
Forecast HR needs for clients, identifying immediate, medium, and long-term requirements.
Serve as the primary contact for clients regarding the employment life cycle.
Advise clients on attracting, retaining, and motivating high-caliber staff.
Ensure compliance with HR policies and procedures, promoting equitable solutions.
Collaborate with Staff Well Being partners to provide care and resources to staff, especially in Gaza.
Monitor and implement emergency HR procedures and fast-track recruitment processes.
Required Qualifications: An Advanced University Degree in human resource management, business management, international relations, psychology, or a related field is required. Candidates must have at least eight years of professional experience in HR management, preferably within UNICEF or another UN agency. Field experience in complex high-threat environments is essential, along with strong communication skills and HR in Emergencies technical knowledge.
Educational Background: Candidates must possess an Advanced University Degree in human resource management, business management, international relations, psychology, or a related field. This educational background is crucial for understanding the complexities of HR management in humanitarian contexts.
Experience: The position requires a minimum of eight years of professional experience in HR management, with a strong preference for candidates who have worked in UNICEF or other UN agencies. Field experience in high-threat environments is also necessary, demonstrating the ability to navigate complex situations effectively.
Languages: English is required for this position, while Arabic is considered an asset. Proficiency in English is essential for communication and documentation, while knowledge of Arabic can enhance interactions with local staff and communities.
