Job Overview:
The consultant will be responsible for developing and implementing a comprehensive training program that incorporates stakeholder consultation, course development, and delivery of training sessions. This role encompasses strategic advisory support to government stakeholders and coordination with communication partners for developing strategic plans. The consultant will engage in a multi-phase process that includes consultation, course development, training implementation, video documentation, and strategic advisory support, all tailored to the context of Pakistan. The consultant will work closely with various government departments and stakeholders to ensure that the training program meets the specific needs of the target audience, focusing on migration management and labor mobility.

Duties and Responsibilities:
  • Consultation Phase: Plan and execute a comprehensive consultation process with key government stakeholders, developing a detailed methodology and conducting structured meetings. Prepare documentation including participant lists, discussion summaries, and key findings, synthesizing these into a comprehensive needs assessment report. Develop a detailed module outline for IOM's and donor approval, incorporating stakeholder feedback. Conduct a literature review to inform the training curriculum development.
  • Course Development Phase: Develop a complete training curriculum tailored to the Pakistani context, creating comprehensive training modules that align with IOM's global guidelines. Prepare detailed trainer guides, participant workbooks, and assessment tools. Ensure all materials integrate gender-responsive and rights-based approaches.
  • Training Implementation Phase: Implement four in-person training sessions, documenting the delivery process, participant engagement, and learning outcomes. Prepare detailed session reports and develop a monitoring framework to track the effectiveness of the training program.
  • Video Documentation and Online Course Development: Collaborate with IOM's communication firm to ensure high-quality video documentation of training sessions and adapt content for online delivery.
  • Strategic Advisory Support: Provide technical input to support the Government of Pakistan in strengthening migration management mechanisms, conducting analysis, and developing strategic plans for training opportunities and employment pathways for migrants.

Required Qualifications:
Advanced degree in education, social sciences, migration studies, or a related field. Minimum of 7 years of experience in training development and capacity building, policy/strategy development. Prior experience in developing similar documents and demonstrated expertise in migration management and labor mobility. Previous experience working with government stakeholders in Pakistan is essential. Strong understanding of gender-responsive and rights-based approaches, along with experience in policy analysis and strategic planning. Knowledge of international best practices in migrant training and employment frameworks is also required. Excellent facilitation and communication skills are necessary for this role.

Educational Background:
Candidates must possess an advanced degree in education, social sciences, migration studies, or a related field. This educational background is crucial for understanding the complexities of migration and the development of effective training programs that address the needs of various stakeholders.

Experience:
The position requires a minimum of 7 years of relevant experience in training development and capacity building, as well as policy and strategy development. Candidates should have prior experience in developing similar documents and demonstrated expertise in migration management and labor mobility. Experience working with government stakeholders in Pakistan is particularly important, as is a strong understanding of gender-responsive and rights-based approaches.

Languages:
Fluency in English is required, both oral and written. A working knowledge of Urdu or other languages spoken in Northern Sindh is considered an advantage. This linguistic capability is essential for effective communication with stakeholders and participants during training sessions.

Additional Notes:
The position is subject to funding confirmation, and any offer made to the candidate will depend on this. Appointment will also be contingent upon certification that the candidate is medically fit for appointment and verification of residency, visa, and authorizations by the concerned government, where applicable. The consultant will be expected to deliver high-quality results in a service-oriented and timely manner, demonstrating professionalism and accountability throughout the engagement.
