Job Overview: The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will be responsible for managing procurement and logistics operations within the mission. This role involves sourcing local and international service providers, conducting procurement tasks, and ensuring compliance with IOM regulations. The officer will be expected to solicit bids, coordinate the bidding process, and analyze vendor performance to ensure that procurement processes are efficient and effective. The position requires collaboration with various departments and external agencies to ensure timely procurement and delivery of goods and services. The officer will also be responsible for drafting contracts, managing long-term agreements, and supporting the review of procurement requests. This role is critical in ensuring that the mission operates smoothly and that all procurement activities align with the organization's standards and requirements.
Duties and Responsibilities:
Identify local and international service providers and conduct procurement and logistics tasks within the mission.
Solicit bids, quotations, and tender documents; coordinate the bidding process and provide support for procurement transactions.
Analyze bids for conformity to specified requirements, conduct appraisals, select suppliers, and confirm terms of payment.
Prepare purchase orders (PO) and ensure receiving authorization by the Chief of Mission and other authorities.
Coordinate with the IOM Manila Supply Chain Unit (MSCU) for procurement above the mission threshold.
Follow local administrative and finance procedures in accordance with IOM regulations.
Support management with the procurement of goods, services, and work per request specifications.
Monitor the implementation of procurement processes and procedures.
Analyze vendor performance regarding quality, prices, and delivery. 1
Ensure timely procurement and availability of merchandise in accordance with PO specifications. 1
Draft contracts and amendments with supervisor review. 1
Establish and manage Long-Term Agreements (LTAs) for best value and efficiency. 1
Provide technical support in preparing and issuing calls for proposals and bidding documents. 1
Liaise with UN and other humanitarian agencies on collaborative tenders. 1
Conduct tracking and reporting of workflow status.
Required Qualifications:
Completed bachelor’s university degree in Business Administration, Management, Logistics, Procurement, or an equivalent combination of training and experience.
Professional experience of 4 years or a high school certificate with 6 years of professional experience.
Excellent level of computer literacy and good knowledge of SAP/PRISM required.
Good working knowledge of Microsoft Word, Excel, internet, Outlook Teams, and SAP/PRISM/WAVE.
Educational Background: Candidates must possess a completed bachelor’s degree from an accredited academic institution in relevant fields such as Business Administration, Management, Logistics, or Procurement. Accredited universities are those listed in the UNESCO World Higher Education Database. Alternatively, candidates with a high school certificate and extensive professional experience may also be considered.
Experience: A minimum of four years of experience in managing diverse procurement and logistics operations is required. Candidates should have a proven track record of effectively handling procurement processes and logistics management in a professional setting. Experience in working with international organizations or in humanitarian contexts is highly desirable.
Languages: Good verbal and written skills in English are mandatory. Proficiency in additional languages may be considered an asset but is not required for this position.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for South Sudan will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
