Job Overview: The Finance Officer position is crucial for managing the financial resources of the IOM Country Office in Islamabad. The successful candidate will work under the supervision of the Chief of Mission and the Senior Resources Management Officer. This role involves providing procedural guidance to managers and staff, supervising finance support staff, and ensuring compliance with IOM's financial policies and regulations. The Finance Officer will also be responsible for preparing annual budget submissions, monitoring expenditures, and providing financial information to support decision-making. This position requires a proactive approach to managing financial resources and ensuring that all financial activities align with IOM's objectives and standards.
Duties and Responsibilities:
Manage financial resources by monitoring and controlling assets, reserves, funds, and supplies in accordance with IOM rules and regulations.
Provide specialized advice and support to Project Managers and Chief of Missions on financial and administrative matters.
Prepare annual budget submissions and revisions, estimating costs for staff, office supplies, and services.
Monitor compliance with financial policies and procedures, ensuring adherence to IOM standards.
Consolidate financial data into statements and assist in monitoring expenditures to ensure they remain within authorized levels.
Provide regular and ad hoc financial information to support informed decision-making.
Ensure bank reconciliations for IOM accounts are performed and reviewed regularly.
Manage payroll processes, ensuring validity checks on monthly payroll results.
Ensure disbursements are made based on proper authorizations and supported by legitimate documentation. 1
Assist in responding to audit queries and follow up on audit recommendations. 1
Review and monitor the maintenance of Vendor Accounts in the accounting system. 1
Verify vendor claims for accuracy and compliance with IOM finance policies. 1
Assist in preparing budget, accounting, financial, and statistical reports as required. 1
Perform other related duties as required.
Required Qualifications: Candidates must possess a High School diploma with six years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint. Previous experience with SAP is considered a distinct advantage. Attention to detail, organizational skills, and a client-oriented approach are essential. Experience working with international humanitarian organizations or government institutions in a multicultural setting is also advantageous.
Educational Background: The educational background required for this position includes either a High School diploma with six years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in financial management and administrative practices.
Experience: The position requires candidates to have a minimum of four years of relevant professional experience if they hold a Bachelor’s degree, or six years if they possess only a High School diploma. Candidates should have experience in financial management, preferably within international humanitarian organizations or similar settings. Proficiency in Microsoft Office applications is essential, and familiarity with SAP is a distinct advantage. Candidates should also demonstrate a strong attention to detail and the ability to manage multiple tasks effectively.
Languages: Fluency in English is mandatory for this position, both oral and written. Proficiency in French is considered an asset. The selection process will specifically evaluate candidates' language skills, which may include written and/or oral assessments to ensure effective communication within the organization and with stakeholders.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Pakistan will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, visa, and government authorizations where applicable. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
