Job Overview:
The National Finance Officer will play a crucial role in the financial management of the IOM Pakistan Country Office (CO) and its Sub-Offices. This position involves supporting the RMO – Budgeting and Financial Compliance in overseeing financial management activities, ensuring compliance with IOM policies and donor requirements. The officer will be responsible for conducting preliminary financial analyses, monitoring budget control processes, and implementing effective internal controls. The role requires close collaboration with various departments, including the Department of Financial and Administrative Management (DFM) at Headquarters, to ensure accurate financial reporting and accountability. The National Finance Officer will also assist in preparing annual budgets, coordinating financial reports, and providing technical support to project managers throughout the project cycle.

Duties and Responsibilities:
The National Finance Officer will be tasked with a variety of responsibilities, including:
  • Supporting the RMO – Budgeting and Financial Compliance in monitoring financial management for all activities in the CO.
  • Conducting preliminary financial analyses of programs/projects and monitoring budget control processes.
  • Ensuring compliance with IOM’s financial rules and regulations by entering accounting data into the ERP system accurately.
  • Assisting in the preparation of annual budgets and budgets for new programs/projects.
  • Coordinating and preparing financial reports in accordance with IOM and donor regulations.
  • Liaising with relevant units at HQ and regional offices regarding financial activities.
  • Assisting in forecasting cash flows and ensuring daily control of funds disbursed.
  • Making recommendations for procedural improvements and contributing to staff training in finance and compliance.
  • Facilitating financial audits of programs/projects as per donor agreements. 1
  • Supervising and administering subordinate staff, monitoring performance, and providing guidance.

Required Qualifications:
Candidates must possess a Master’s degree in Accounting, Business Administration, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have experience in accounting, financial management, and reporting, as well as familiarity with internal control assessments and audits.

Educational Background:
The educational requirements for this position include a Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution. Candidates with a University degree in the same fields must have four years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA will be considered an advantage, indicating a higher level of expertise in financial management and accounting practices.

Experience:
The ideal candidate should have a minimum of two years of relevant professional experience in accounting and financial management. Experience in preparing financial and management reports, working with international institutions, and conducting internal control assessments or audits is essential. Previous experience in emergency operations is also considered an advantage, as it demonstrates the ability to work effectively in high-pressure environments and adapt to changing circumstances.

Languages:
Fluency in English and Urdu is required for this position, both oral and written. Knowledge of additional languages such as French or Spanish may be beneficial, as IOM operates in multiple languages and values diversity in communication.
