Job Overview:
The Administrative & Financial Support Officer will play a crucial role in providing comprehensive administrative and financial support to IOM's programs in Pakistan. This position involves working closely with the Resources Management Officer and the National OP Administrative and Financial Compliance Officer to ensure that financial processes are efficient and compliant with IOM's standards. The incumbent will be responsible for reviewing and enhancing the systems and processes related to implementing partners (IPs), ensuring that financial accountability and transparency are upheld. The role requires a proactive approach to identifying areas for improvement and implementing best practices in financial management and reporting.

Duties and Responsibilities:
The duties and responsibilities of the Administrative & Financial Support Officer include supporting the review of systems and processes for implementing partners, conducting evaluations of IP Standard Operating Procedures, and proposing enhancements to improve financial accountability. The officer will also be responsible for developing benchmark costs for IP staff and office expenses, mentoring IPs on financial procedures, and conducting capacity assessments to identify risks and areas for improvement. Additionally, the officer will review IP budget proposals, ensure compliance with procurement regulations, conduct quality control checks on financial reports, and maintain organized records of all IP-related files. The role also involves providing translation services and performing other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in Accounting, Business Administration, or a related field, along with four years of relevant professional experience. Alternatively, a completed high school degree with six years of relevant experience is acceptable. Professional certifications such as Chartered Accountant or certified public accountant are advantageous. Candidates should have a strong background in finance and accounting, project finance reporting, and experience in conducting audits or reviews of implementing partners.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Accounting or Business Administration. Candidates with a high school diploma may be considered if they have significant relevant experience. Professional certifications in accounting are considered a plus, enhancing the candidate's qualifications for the role.

Experience:
The position requires candidates to have substantial experience in finance and accounting, particularly in project finance reporting. Familiarity with conducting audits or reviews of implementing partners is essential. Candidates should demonstrate a proven track record of managing financial processes and ensuring compliance with organizational standards.

Languages:
Fluency in English and Urdu is mandatory for this position, both oral and written. Knowledge of additional languages such as French or Spanish is beneficial but not required.
