Job Overview: The Procurement Senior Analyst will play a critical role in the Surge Mechanism at UNOPS, which is designed for the rapid mobilization of experienced personnel to address urgent needs in various operational contexts. This position requires a high degree of flexibility and international mobility, as the analyst will be deployed to support offices in need of immediate procurement assistance. The role involves not only transactional support but also capacity building and implementation management, with a strong emphasis on enhancing the quality and efficiency of procurement services. The analyst will leverage data analytics to inform business decisions and assist in the development of procurement monitoring and planning tools. The position demands a proactive approach to identifying challenges and proposing innovative solutions to ensure compliance with UNOPS policies and guidelines.
Duties and Responsibilities: The Procurement Senior Analyst will be responsible for a wide range of duties, including:
Implementing operational strategies and managing procurement processes, ensuring full compliance with UNOPS rules and regulations.
Conducting all steps of the procurement process, from strategy and planning to contract management.
Managing procurement processes for complex goods and services, ensuring sustainability is embedded throughout.
Establishing Long Term Agreements (LTAs) and service contracts as necessary, and ensuring timely procurement plans are prepared and monitored.
Advising Programme Managers on procurement issues and providing solutions to operational challenges.
Facilitating knowledge sharing and training initiatives for team members and stakeholders on procurement-related topics.
Managing a team to ensure high-quality results and compliance with policies and best practices.
Contributing to the development of supplier rosters and utilizing e-procurement tools effectively.
Engaging in continuous improvement efforts to enhance procurement processes and outcomes.
Required Qualifications: Candidates must possess an advanced degree in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field. Alternatively, a first-level university degree combined with two years of international procurement experience may be accepted. Certification from the Chartered Institute of Supply and Management (CIPS) or similar is a distinct advantage. Candidates should demonstrate a strong understanding of procurement principles and practices, particularly in an international context.
Educational Background: An advanced degree in a relevant field is preferred, with a focus on procurement and supply chain management. A first-level university degree may be accepted if accompanied by relevant experience. Candidates without a degree in procurement should have a recognized certification in the field to enhance their qualifications.
Experience: A minimum of two years of professional experience in international public procurement is required. Experience working with diverse stakeholders in both developing and developed countries is advantageous. Familiarity with the UN system and prior experience in a UN organization is desirable, as is proficiency in using office software and procurement tools.
Languages: Fluency in English and French is mandatory for this position. Additional language skills may be beneficial but are not required.
Additional Notes: The contract type for this position is Individual Contractor Agreement (ICA) at level IICA-1, with an open-ended duration subject to organizational requirements and satisfactory performance. The role requires significant travel to various locations, including hardship areas, with missions lasting up to four months.
