Job Overview: The consultant will contribute to strengthening statistical capacity in Chile to measure Illicit Financial Flows (IFF) in line with methodologies agreed upon by the United Nations Statistical Commission. The expected outcomes include a detailed inventory of internal information sources used in measuring IFF in international trade, a technical report on the collection of internal data including exports and imports, and the development of a report with the experimental calculation of IFF based on internal information sources aligned with UNCTAD methodology. The consultant will work within the framework of the Development Account project titled 'Measuring and Curbing Illicit Financial Flows', specifically focusing on enhancing local authorities' capabilities to measure IFF through inter-institutional collaboration and increased awareness for policy formulation.
Duties and Responsibilities: The consultant will be responsible for several key activities, including:
Developing an inventory of relevant internal information sources for measuring IFF in international trade.
Collecting information from internal sources regarding exports and imports of goods, ensuring comprehensive coverage in terms of quantity and value.
Processing the experimental calculation of IFF in international trade based on internal information, following the conceptual and methodological design established by UNCTAD. The consultant's work will address the significant gaps revealed by the COVID-19 pandemic, which has negatively impacted trade, investment, and socio-economic development, thereby reducing the capacity of states to generate necessary internal resources for sustainable economic, social, and environmental investments. The consultant will also contribute to the sustainable measurement of IFF through national working groups and enhance the visibility of IFF in national policy and development agendas.
Required Qualifications: A university degree in economics, finance, international trade, or statistics is required. A minimum of one year of experience in economic and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, with an emphasis on international trade and macroeconomic indicator evaluation, is essential. Experience in managing and analyzing economic and financial databases, applying statistical methodologies in foreign trade studies, and conducting research and preparing technical reports on economic integration and international markets, with a focus on trade policies and quantitative data analysis, will be valued.
Educational Background: Candidates must possess a university degree in a relevant field such as economics, finance, international trade, or statistics. This educational background is crucial for understanding the complexities of financial flows and trade dynamics.
Experience: The position requires at least one year of relevant experience in economic and financial analysis, particularly in the context of international trade. Candidates with experience in managing databases and applying statistical methodologies will be preferred, as this experience is vital for the successful execution of the consultant's duties.
Languages: An advanced level of Spanish is required for this position, as effective communication and reporting will be essential. Proficiency in other languages may be considered an asset but is not mandatory.
