Job Overview:
The consultant will be responsible for developing a comprehensive study titled 'A Metric for Forecasting Care Demand.' This study will be conducted in collaboration with the Economic Commission for Latin America and the Caribbean (CEPAL). The final deliverable will be an analytical document of approximately 50 pages, organized into ten sections. The study aims to synthesize existing methodologies used for forecasting care needs, analyze the most relevant indicators currently in use, and propose new indicators that will enhance the understanding of care aspects that are less well-known. This work is part of the broader project 'Care Economy for Sustainable Economic Development with Gender Equality in Latin America and the Caribbean.' The consultant is expected to work remotely and will need to deliver both a preliminary and a final version of the study, incorporating feedback from CEPAL and GIZ.

Duties and Responsibilities:
The consultant's duties will include:

• Developing the study 'A Metric for Forecasting Care Demand,' which will consist of approximately 50 pages and ten sections that organize and synthesize the methodologies currently used for forecasting care needs.
• Creating a theoretical framework and units of measurement for care, including care times and monetary indicators (shadow wages).
• Analyzing the subjects and reasons for care demand based on factors such as age, gender, socioeconomic status, health, and other relevant reasons, as well as their territorial and temporal frameworks.
• Examining indicators related to the internationalization of care and issues of deprivation and mistreatment, along with the equilibrium equation between care demand and supply.
• Evaluating the strengths and weaknesses of existing indicators and proposing new ones that will allow for a better analysis of less understood aspects of care.
• Delivering a preliminary version and a final version of the study, incorporating technical comments from CEPAL and GIZ.

Required Qualifications:
The required qualifications for this position include:

• A university degree in social sciences, economics, sociology, or demography, among other social sciences.
• A minimum of 10 years of experience in research related to care economics, time use, measurement of unpaid work, demography, and/or social policies with a gender equality focus.
• Desirable qualifications include a postgraduate degree, doctorate, or equivalent research experience in care economics, time use, demography, or social policies.
• Experience in developing methodologies and indicators for measuring care needs and demand is also desirable.
• Knowledge of the work of CEPAL and the Gender Affairs Division regarding public policies for women's equality and autonomy is essential.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as social sciences, economics, sociology, or demography. A postgraduate degree or doctorate in care economics, time use, demography, or social policies is desirable, indicating a higher level of expertise and specialization in the subject matter.

Experience:
The position requires at least 10 years of experience in research focused on care economics, time use, measurement of unpaid work, demography, and/or social policies, particularly with a gender equality perspective. This extensive experience is crucial for the consultant to effectively analyze and propose methodologies and indicators for care demand.

Languages:
