Job Overview:
The Chief security" style="border-bottom: 1px dotted #007bff !important;">Security Officer (Chief of Section) is responsible for overseeing the security and safety operations at ECLAC in Santiago, Chile. This position involves reporting to the Chief of Administration and the Director of Safety and Security Services in New York. The Chief Security Officer serves as the Security Adviser for Chile, ensuring effective communication and coordination with local security bodies and UN offices. The role requires the development and implementation of security procedures, management of security personnel, and integration of security considerations into country-level programs. The Chief Security Officer will also conduct threat assessments, manage crisis situations, and ensure compliance with security policies and standards. This position is critical for maintaining the safety of UN staff and operations in the region, requiring a proactive approach to risk management and crisis response.

Duties and Responsibilities:
The Chief Security Officer will be responsible for a wide range of duties, including: serving as the Chief of the Security Section for ECLAC; maintaining effective communication with the Designated Official and security bodies in Chile; developing and implementing security procedures; directing security operations and managing personnel and budgets; establishing a security coordination cell for inter-agency collaboration; implementing security policies in consultation with the Executive Secretary; managing threat and risk assessments; overseeing adherence to security policies and procedures; preparing personal security risk assessments for UN officials; directing in-country security training programs; evaluating physical security installations; providing technical expertise to the UN Security Management System; and collecting and analyzing data to identify trends for informed decision-making.

Required Qualifications:
Candidates must possess a strong background in security management, with a focus on crisis management and risk assessment. The ideal candidate should demonstrate professionalism, effective communication skills, and the ability to plan and organize security operations. Leadership qualities are essential, as the Chief Security Officer will be responsible for managing a team and ensuring compliance with security standards. The ability to analyze data and provide insights for decision-making is also crucial. Candidates should be proactive, adaptable, and capable of working under pressure while maintaining a focus on gender perspectives and inclusivity in all areas of work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, enhancing the candidate's ability to manage data-driven security operations.

Experience:
A minimum of seven years of progressively responsible experience in security management is required, with at least three years in managing electronic physical security systems such as automated access control and video surveillance. Experience in managing security for large events and conferences is essential, as is experience working within the UN System or similar international organizations. Candidates should have a proven track record in crisis management within the context of the UN Security Management System. Additional experience in data analytics or related fields is desirable, further strengthening the candidate's qualifications for this role.

Languages:
English and Spanish are mandatory for this position, as they are the working languages of the United Nations Secretariat. Proficiency in either Arabic, Chinese (Mandarin), French, or Russian is considered desirable, providing an advantage in communication and collaboration within the UN framework. Candidates should refer to the UN Language Framework for the minimum required proficiency levels in these languages.

Additional Notes:
This position is full-time and based in Santiago, Chile. The Chief Security Officer will be expected to engage in international collaboration and may involve travel to ECLAC suboffices outside the duty station as necessary.
