Job Overview:
The position involves a consultancy role focused on analyzing and adapting UNESCO's practical guide for cultural emergencies to the specific context of Chile and the broader Latin American and Caribbean region. The consultant will be responsible for reviewing the original guide developed in Brazil, identifying transferable content, and making necessary modifications to ensure its relevance and applicability in Chile. This role is crucial in enhancing the preparedness, response, and recovery capabilities of cultural institutions in the face of hydrometeorological events such as floods and heavy rains. The consultant will work closely with various stakeholders to ensure that the adapted guide meets the needs of cultural heritage protection in the region, thereby contributing to the resilience of cultural institutions against disasters.

Duties and Responsibilities:
The consultant will undertake a comprehensive technical and methodological analysis of the original guide, identifying which sections can be retained, modified, or updated for the Chilean context. They will prepare a Spanish version of the guide that maintains the original's practical structure and pedagogical approach while adjusting terminology and examples to fit local conditions. Additionally, the consultant will identify relevant institutions and mechanisms in Chile for disaster response and incorporate local experiences and best practices into the guide. The consultant will also be responsible for validating the adapted guide with UNESCO and relevant technical actors, ensuring the final document is consistent and ready for publication. The expected deliverables include an analysis report and a draft of the adapted guide, with a focus on practical application for cultural institutions.

Required Qualifications:
Candidates must possess a postgraduate degree (master's or higher) in disaster risk management, conservation and restoration, cultural heritage management, museology, archival science, library science, architecture, territorial planning, or related fields. They should have at least five years of professional experience in disaster risk management, emergency preparedness and response, and cultural heritage protection in crisis situations. Proven experience in risk management applied to cultural institutions, heritage collections, museums, archives, libraries, or other heritage safeguarding spaces is essential. Candidates should also have demonstrated experience in analyzing, developing, or adapting technical guides, manuals, protocols, emergency plans, or risk management instruments, along with a solid understanding of the Chilean disaster risk management context.

Educational Background:
The educational background required for this position includes a postgraduate degree in relevant fields such as disaster risk management, cultural heritage management, or related disciplines. This advanced education is crucial for understanding the complexities of managing cultural heritage in the face of disasters and emergencies, as well as for applying best practices in risk management and institutional coordination.

Experience:
The position requires a minimum of five years of relevant professional experience. This experience should encompass work in disaster risk management, emergency response, and the protection of cultural heritage during crises.
