Job Overview:
The position involves providing specialized consultancy to strengthen local governance capacities for planning, coordination, participation, and monitoring actions directed at local governments focusing on children and adolescents in selected territories by UNICEF. The consultant will contribute to the implementation of UNICEF Chile's local governance strategy, promoting institutional capacities of local governments, intersectoral coordination, and engagement of key actors. The role emphasizes the use of evidence to improve decision-making, public policy design, and the promotion of protective spaces for children, adolescents, and youth. The consultancy is temporary, based on defined, specific, and measurable deliverables associated with work reports, diagnostic reports, and recommendations for implementing local governance actions, as well as tools for decision-makers to promote children's rights.

Duties and Responsibilities:
The consultant will be responsible for designing and implementing strategies that enhance local governance related to children and adolescents. This includes conducting assessments, facilitating workshops, and providing technical assistance to local governments. The consultant will also be expected to develop reports that outline findings and recommendations, engage with various stakeholders, and ensure that the initiatives are evidence-based and aligned with UNICEF's objectives. Additionally, the consultant will need to monitor and evaluate the effectiveness of the implemented strategies and provide feedback for continuous improvement. The role requires collaboration with public institutions, NGOs, and community organizations to foster a comprehensive approach to child rights and governance.

Required Qualifications:
Candidates must possess a minimum of 4 years of experience in designing, managing, or implementing projects with a territorial and emergency focus aimed at children, adolescents, communities, and families. Proven experience working with public institutions, private organizations, NGOs, civil society, and academia is essential. The consultant should have strong technical assistance skills, particularly in local governance projects, and experience in programmatic support to relevant institutions. Skills in participatory tools, conducting training sessions, focus groups, interviews, and workshops using creative methodologies are highly valued. The ability to analyze strategic information, organize complex data, and communicate technical information effectively is crucial.

Educational Background:
A professional background in social sciences or public policy is required, with a preference for candidates holding postgraduate studies in areas related to local governance, education, territory, and children's rights. Relevant academic qualifications will be essential for understanding the complexities of governance and child rights advocacy.

Experience:
The position requires a minimum of 4 years of relevant work experience, particularly in projects focused on children and adolescents, local governance, and community engagement. Experience in humanitarian contexts and with international organizations is advantageous, as is familiarity with the UN system and social development programs.

Languages:
Fluency in Spanish, both oral and written, is mandatory. Proficiency in technical English is desirable for reviewing references, methodological documentation, and international guidelines from UNICEF. Candidates with bilingual capabilities will have an advantage in this role.
