Job Overview: The position of Consultor/a is aimed at strengthening statistical capacity in Chile to measure illicit financial flows (FFI) in accordance with methodologies established by the United Nations Statistical Commission. The consultant will contribute to the Development Account project titled 'Measuring and Curbing Illicit Financial Flows', specifically within the framework of Outcome OC
The role involves producing a detailed inventory of external information sources used in measuring FFI in international trade, as well as preparing a technical report on data collection from external sources, including exports and imports. The consultant will also develop a report calculating FFI based on UNCTAD methodology. This position is crucial in addressing the gaps revealed by the COVID-19 pandemic, which has highlighted the need for improved data and analysis to combat issues such as corruption, tax evasion, and organized crime that undermine economic development.
Duties and Responsibilities: The consultant will be responsible for several key activities, including:
Developing an inventory of relevant external information sources for measuring illicit financial flows in international trade.
Collecting information from external sources regarding exports and imports of goods, ensuring comprehensive coverage in terms of quantity and value.
Processing experimental calculations of FFI in international trade, adhering to the conceptual and methodological design established by UNCTAD. The consultant will work closely with the Division of Statistics to enhance the capabilities of local authorities in measuring FFI through inter-institutional collaboration and increased awareness of FFI for policy formulation. The role also involves ensuring sustainable measurement of FFI through national working groups and increasing the visibility of FFI in national policy and development agendas.
Required Qualifications: Candidates must possess a university degree in economics, finance, international trade, or statistics. Additionally, experience in analyzing and processing economic and financial data is required, including the design and development of algorithms for data cleaning and calculation of economic indicators. Experience in project management, applying financial management methodologies, will be considered an asset.
