Job Overview: The position of IC for Facilitator involves supporting the Integrated National Financing Framework (INFF) process in Lao PDR. The facilitator will play a crucial role in coordinating and facilitating discussions among stakeholders to ensure effective implementation of the INFF. This includes engaging with government officials, civil society, and private sector representatives to align financing strategies with national development goals. The facilitator will be responsible for guiding the process, ensuring that all voices are heard, and that the framework is inclusive and comprehensive. The assignment is expected to run from March 17, 2025, to September 30, 2025, during which the facilitator will work closely with UNDP and other partners to drive the INFF process forward.
Duties and Responsibilities: The duties and responsibilities of the IC for Facilitator include:
Coordinating and facilitating stakeholder meetings and workshops related to the INFF process.
Engaging with various stakeholders, including government agencies, civil society organizations, and private sector actors, to gather input and feedback on the INFF.
Developing and maintaining a stakeholder engagement plan to ensure broad participation in the INFF process.
Assisting in the preparation of reports and documentation related to the INFF, including meeting minutes, action items, and progress updates.
Providing technical support and guidance to stakeholders on financing strategies and best practices.
Monitoring and evaluating the implementation of the INFF, identifying challenges and opportunities for improvement.
Collaborating with UNDP and other partners to align the INFF with national development priorities and the Sustainable Development Goals (SDGs).
Ensuring that the INFF process is inclusive and considers the perspectives of marginalized and vulnerable groups.
Required Qualifications: The position requires a strong understanding of national financing frameworks and development processes. Candidates should possess excellent facilitation and communication skills, with the ability to engage diverse stakeholders effectively. A background in public policy, economics, or a related field is essential. Additionally, candidates should demonstrate experience in coordinating multi-stakeholder processes and have a proven track record of working with government and civil society organizations.
Educational Background: Candidates should have at least a bachelor's degree in public policy, economics, international development, or a related field. A master's degree is preferred and may be considered an asset for this position. Relevant certifications in facilitation or project management may also be beneficial.
Experience: Candidates should have a minimum of 5 years of relevant experience in facilitation, stakeholder engagement, and development processes. Experience working with UN agencies or international organizations is highly desirable. Familiarity with the INFF process and financing for development is a plus.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Lao language is an advantage and would be considered a strong asset for this position. Proficiency in other languages relevant to the region may also be beneficial.
Additional Notes: This position is for an individual contractor and is expected to be a full-time engagement during the assignment period. The facilitator will be required to work closely with UNDP and other stakeholders in Lao PDR. Compensation will be commensurate with experience and qualifications.
