Job Overview: The Senior Field Security Associate plays a crucial role in ensuring the safety and security of IOM staff and operations. This position requires specialized knowledge and expertise in security coordination, risk management, and emergency preparedness. The incumbent will work under the direct supervision of the Chief of Mission (CoM) and will be technically supervised by the Regional Security Officer (RSO). The role involves implementing country-specific safety and security plans, monitoring compliance with security protocols, and advising the CoM on security issues. The Senior Field Security Associate will also conduct assessments, develop contingency plans, and liaise with local security stakeholders to ensure a comprehensive security framework is in place. This position is vital for maintaining a secure environment for IOM personnel and operations, particularly in regions facing security challenges.
Duties and Responsibilities: The Senior Field Security Associate will be responsible for a wide range of duties, including but not limited to: implementing safety and security plans specific to the country, ensuring adherence to security requirements by IOM personnel, conducting regular assessments of IOM activities, and advising on risk mitigation measures. The incumbent will develop and implement contingency and evacuation plans, liaise with UNDSS and local security stakeholders, and prepare reports on security situations. Additionally, the role involves conducting physical security surveys, reviewing staff movement tracking systems, organizing training courses on security awareness, and maintaining updated security information. The Senior Field Security Associate will also supervise security guards, respond to security queries, and perform other duties as assigned.
Required Qualifications: Candidates must possess a university degree in Security, Social Sciences, International Studies, Security Management, Law, Business Administration, or a related field from an accredited institution. Alternatively, a completed High School Degree/Certificate with six years of relevant professional experience is acceptable. The position requires a strong background in security management, risk assessments, and operational security. Candidates should demonstrate the ability to collaborate with senior government security counterparts and possess excellent oral and written communication skills. A successful completion of the UNDSS Field Security Associate (FSA) course is desirable, along with experience in humanitarian or corporate security sectors.
Educational Background: The educational requirements for this position include a university degree in a relevant field such as Security, Social Sciences, International Studies, Security Management, Law, or Business Administration. Candidates with equivalent studies in the National Armed or Security forces of their country of residence may also be considered. A completed High School Degree/Certificate combined with significant professional experience is an acceptable alternative. The educational background should provide a solid foundation in security principles and practices, enabling the candidate to effectively manage security risks and implement safety protocols.
Experience: The ideal candidate should have at least four years of relevant professional experience in security management, risk assessments, or operational security. Experience in the humanitarian, public, private, or corporate sectors is highly desirable. Candidates should have a proven track record in conducting security risk assessments, managing security operations, and responding to security incidents. Familiarity with radio communications and the ability to work effectively in diverse cultural environments are also important. Previous experience in training and supervising security personnel is an advantage.
Languages: Fluency in English and Romanian is required for this position, both oral and written. Candidates should possess strong communication skills to effectively convey security information and advisories. A working knowledge of the Russian language is considered desirable, as it may enhance communication with local stakeholders and contribute to a more comprehensive understanding of the regional security landscape.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Moldova will be considered. The appointment will be contingent upon medical fitness certification, residency verification, and compliance with government regulations. Vaccination against COVID-19 is mandatory for IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
