Job Overview:
The position of Consultant for Intelligence Led Policing Assessment involves providing consultancy support to the Ministry of Internal Affairs and the General Police Inspectorate in Moldova. The consultant will focus on enhancing the capacity of law enforcement agencies to implement Intelligence-Led Policing (ILP) and Risk Analysis methodologies. This role is crucial in the context of the ongoing challenges posed by the influx of Ukrainian refugees due to the Russian aggression on Ukraine. The consultant will conduct assessments, develop training programs, and facilitate workshops to improve the operational capabilities of the police in addressing security" style="border-bottom: 1px dotted #007bff !important;">security risks and threats. The overarching goal is to foster a data-driven approach to law enforcement that enables better decision-making and resource allocation, ultimately contributing to the safety and security of the national territory.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Conducting a comprehensive assessment of the ILP capacity and practices of the national police in collaboration with relevant authorities.
  • Preparing an ILP Assessment Report that includes recommendations for improvements in operational policies and practices.
  • Organizing meetings and workshops with stakeholders to discuss priorities and develop a workplan for the assessment.
  • Supporting the creation of a culture of cooperation and information exchange among national entities.
  • Providing best practices from other countries and facilitating capacity-building activities, including training and mentoring for police staff.
  • Ensuring confidentiality of data and information obtained during the consultancy.
  • Sharing conclusions and recommendations with national authorities to ensure transparency and inclusivity in the process.

Required Qualifications:
Candidates must possess an advanced degree from a Police Academy or in relevant fields such as security studies, international relations, or conflict studies. They should have extensive knowledge of security and investigative policing, particularly in data management and sharing. Proven experience in leading capacity-building activities for law enforcement agencies is essential, along with a strong understanding of the Republic of Moldova's security structures and challenges.

Educational Background:
An advanced degree in relevant fields such as security studies, international relations, conflict studies, or a related discipline is required. Candidates with a background from a Police Academy will be given preference, as this aligns closely with the needs of the position.

Experience:
Candidates should have at least 10 years of proven experience in supporting governments and international organizations in enhancing criminal investigation, intelligence operations, or border security matters. Experience in conducting capacity-building activities for senior management within law enforcement and immigration agencies is crucial. Familiarity with the specific security context of Moldova will be considered a significant advantage.

Languages:
Excellent communication skills in English are mandatory. Proficiency in additional languages relevant to the region may be considered an asset, but English is the primary language for communication in this role.

Additional Notes:
The consultancy is expected to involve travel to Moldova for organizing documentation activities, capacity-building events, and workshops. The payment for the consultancy will be made in installments upon the acceptance of each deliverable. The consultant must adhere to IOM's Data Protection Principles and maintain confidentiality throughout the consultancy. The position is subject to funding confirmation and the candidate's medical fitness for appointment. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
