Job Overview:
The Associate National Budget and Finance Officer plays a crucial role in supporting the financial management and budget administration of the UNESCO Regional Office in Rabat. This position operates under the general authority of the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Administration and Management and the Director of the Regional Office. The officer is responsible for providing comprehensive financial management services, including budget planning, preparation, monitoring, and financial reporting. The role requires close collaboration with various stakeholders, including programme/project responsible officers and donors, to ensure compliance with UNESCO's financial regulations and policies. The officer will also act as a Certifying Officer, ensuring that financial transactions adhere to established rules and procedures. This position is essential for maintaining the financial integrity of the Regional Office and ensuring effective use of budgetary resources.

Duties and Responsibilities:
The duties and responsibilities of the Associate National Budget and Finance Officer include:
  • Budget Planning & Preparation: Collaborate with the Finance and Administrative Officer to prepare the regional office budget, assist in resource requirement elaboration, and ensure compliance with donor agreements.
  • Budget Monitoring: Ensure timely entry of budget data, monitor budget execution, and provide reports on budget implementation.
  • Financial Management: Assist in accounting for financial resources, act as Certifying Officer, monitor commitments and payments, and analyze accounting transactions.
  • Capacity Development: Raise awareness among managers about financial principles and facilitate training as needed.
  • Additional Activities: Participate in UN OMT Finance Working Group and other related activities as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Finance, Business Administration, Accounting, or related fields. Alternatively, a first-level university degree combined with 5 to 7 years of relevant professional experience in an administrative unit of an international entity is acceptable. Candidates should demonstrate knowledge of the organization's mandate, excellent organizational skills, and the ability to work effectively in a multicultural environment. Strong IT skills and proficiency in ERP and financial management tools are also required.

Educational Background:
The educational background required for this position includes an advanced university degree in Finance, Business Administration, Accounting, or related fields. A first-level university degree with additional professional experience is also acceptable. Additional courses or training related to finance and management would be advantageous, and a professionally recognized accountancy qualification is considered an asset.

Experience:
Candidates should have at least two years of progressively relevant professional experience in management, finance, and administration, preferably within the UN system or an international organization. Experience in financial and administrative management of projects, compliance with rules and regulations, and providing advice to others is highly desirable.

Languages:
Excellent knowledge of French (written and spoken) is mandatory, while good knowledge of English is an asset. Knowledge of Arabic is also required, and familiarity with other official UNESCO languages such as Chinese, Russian, or Spanish is desirable.

This position is a fixed-term contract for a duration of 2 years, with the possibility of renewal. It is open to both internal and external candidates, but only nationals of Morocco are eligible to apply.
