Job Overview: The consultant will be responsible for producing a comprehensive Country Analysis (CA) for Morocco, which aims to provide a contextual, causal, and forward-looking assessment of the socio-economic situation in the country. This analysis is intended to inform strategic choices, accelerate progress toward development objectives, and guide future cooperation frameworks. The consultant will engage in various tasks, including conducting literature reviews, drafting reports, facilitating workshops, and integrating feedback from UN agencies and stakeholders. The role requires a strong understanding of Morocco's socio-political and economic context, as well as the ability to apply foresight methodologies to identify risks and opportunities. The consultant will work closely with the UN Resident Coordinator Office (RCO) and other UN agencies to ensure the analysis is comprehensive and reflective of the needs of vulnerable and marginalized groups.
Duties and Responsibilities: The consultant's duties include preparing a methodological note for the Country Analysis, conducting horizon scanning to identify emerging risks, facilitating thematic working groups, and drafting various versions of the Country Analysis. Specific responsibilities involve holding a kick-off meeting with the RCO, coordinating with other UN agencies, supporting horizon scanning exercises, preparing reports on findings, developing outlines for the analysis, and finalizing the document based on feedback from validation workshops. The consultant will also be responsible for ensuring that the analysis incorporates human rights and gender inclusion considerations, as well as using disaggregated data to reflect inequalities.
Required Qualifications: Candidates must possess a Master's degree in social sciences, development, economics, or a related field. They should have at least 5 years of experience in strategic economic analysis, quantitative and qualitative data analysis, and analytical writing. A solid understanding of macro- and micro-economic issues, particularly in the Moroccan context, is essential. Additionally, candidates should demonstrate knowledge of Morocco's socio-political and economic landscape, and experience working with academia, international organizations, and government institutions is desirable. Skills in facilitating workshops, data visualization, and familiarity with foresight methodologies are also preferred.
Educational Background: A Master's degree in social sciences, development, economics, or a related field is required for this position. This educational background is crucial for understanding the complexities of socio-economic analysis and for effectively contributing to the Country Analysis.
Experience: The position requires at least 5 years of relevant experience in strategic economic analysis, which includes both quantitative and qualitative data analysis. Candidates should have a proven track record in analytical writing, including the preparation of notes, syntheses, and briefs. Experience in understanding macro- and micro-economic issues, particularly within the Moroccan context, is essential. Familiarity with facilitating workshops and engaging multiple stakeholders is also important for this role.
Languages: Fluency in French and English, both spoken and written, is mandatory for this position. A good command of Arabic is desirable, as it will facilitate communication with local stakeholders and enhance the inclusivity of the analysis. Strong communication skills are essential for effectively conveying findings and engaging with various audiences.
Additional Notes: The assignment is expected to last for 6 months on a part-time basis. The consultant will work under the supervision of the UN Resident Coordinator and the Economist of the Resident Coordination Office in Rabat, Morocco.
