Job Overview: The Finance and Operations Manager plays a crucial role in overseeing the financial and operational functions of the STRIDES Morocco activity, which is part of a U.S. Department of State-funded global health security program. This position is locally hired and based in Rabat, Morocco. The manager is responsible for ensuring the financial integrity of the activity, managing day-to-day operations, and ensuring compliance with FHI 360 and U.S. Government regulations. Key responsibilities include managing the full budgeting and forecasting cycle, overseeing financial reporting, and supporting the Project Director in the efficient management of project resources. Additionally, the Finance and Operations Manager leads all operational functions such as procurement, office administration, and logistics, playing a vital role in risk management and the development of internal systems and procedures to support the activity’s implementation. The position reports to the Regional Hub Finance Director and requires a strategic approach to financial and operational management.
Duties and Responsibilities: The Finance and Operations Manager has a comprehensive set of duties and responsibilities that include: overseeing data collection and ensuring accuracy for decision-making; reviewing and approving monthly financial reports; finalizing financial reports for funders; overseeing the budgeting and forecasting process; monitoring and approving project expenditures; collaborating with project managers on resource allocation; ensuring compliance with Moroccan financial regulations; managing day-to-day office operations; developing operational systems and internal controls; overseeing procurement processes; managing vendor relationships; supporting HR functions; ensuring office safety and business continuity; and coordinating with FHI 360’s Home Office on compliance requirements. The manager also coaches and mentors financial analysts and country finance staff, ensuring quality and compliance with project and organizational standards.
Required Qualifications: Candidates must possess a comprehensive knowledge of accounting concepts, practices, and procedures, as well as financial controls and information systems. Excellent oral and written communication skills are essential, along with strong organizational and presentation skills. The ability to influence and negotiate effectively is crucial, as is familiarity with state and federal laws impacting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management controls. Candidates should have experience with Sarbanes-Oxley (SOX), automated financial reporting, government accounting practices, and Generally Accepted Accounting Principles (GAAP). Strong leadership and managerial skills are required, along with the ability to provide strategic advice and collaborate with colleagues across the organization.
Educational Background: A Bachelor's Degree or its international equivalent in Finance, Accounting, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective financial and operational management within the organization.
Experience: Candidates should have a minimum of 5 to 8 years of relevant work experience in finance and operations management, including at least 3 years in a management role. Experience with complex awards and contracts, managing subcontracts, and working with international organizations and U.S. Government funding is essential. Familiarity with Moroccan tax, labor, and regulatory requirements is also required, along with prior experience in a non-governmental organization (NGO) and with U.S. government-funded programs being advantageous.
Languages: Proficiency in French and Arabic (both written and spoken) is mandatory for this position, while a working knowledge of English is also required. This multilingual capability is crucial for effective communication and collaboration within the diverse operational environment of the organization.
Additional Notes: This position is classified as a career-level manager role, working under broad direction with considerable latitude for independent action. The expected hiring salary range for this role is MAD 400,000 - 500,000 for annual gross salary. FHI 360 considers multiple factors when determining an offer amount, including relevant experience and education, internal equity, market pay, and budget. The role requires less than 10% travel and is based in a typical office environment.
