Job Overview:
The STRIDES Morocco Epidemiology and Surveillance Officer I plays a crucial role in supporting the implementation of epidemiology and surveillance activities under the STRIDES Morocco Activity, which is a global health security" style="border-bottom: 1px dotted #007bff !important;">security program funded by the U.S. Department of State. This position is locally hired and based in Rabat, Morocco. The Officer will provide essential technical support to government counterparts, focusing on infectious disease detection and surveillance systems. The role requires ensuring that these systems align with national priorities and international best practices. The Officer will be responsible for the day-to-day implementation of surveillance-related activities, monitoring progress against established workplans, and ensuring timely delivery of outputs. Reporting directly to the Senior Epidemiology and Surveillance Officer, the Officer will engage in various tasks that contribute to the overall health security framework in Morocco.

Duties and Responsibilities:
The duties and responsibilities of the Epidemiology and Surveillance Officer I include supporting the daily implementation of epidemiology and surveillance activities related to emerging infectious diseases, zoonotic diseases, and antimicrobial resistance (AMR). The Officer will assist in providing technical support to government counterparts for the development and strengthening of infectious disease detection and surveillance systems. Responsibilities also include monitoring and maintaining project protocols, instruments, data sets, manuals, training materials, and reports related to epidemiology and surveillance. The Officer will conduct literature searches on evolving issues in epidemiology, infectious disease surveillance, and global health security. Additionally, the Officer will support capacity-building activities for staff and partners, including the development and delivery of training materials. The role involves contributing to the creation and dissemination of technical briefs, tools, reports, and other materials that facilitate research and best practices. The Officer will also support the development and implementation of cross-sectoral surveillance strategies relevant to Morocco's health security context, prepare donor reports, annual workplans, and other technical deliverables, participate in client and funder meetings, and assist in the preparation of presentations and reports. Furthermore, the Officer will gather necessary information, data, and statistics for reports and documentation, respond to inquiries from internal and external staff, identify and raise issues to the Senior Epidemiology and Surveillance Officer, and perform other duties as assigned.

Required Qualifications:
Candidates for the Epidemiology and Surveillance Officer I position must possess a working knowledge of epidemiologic research and public health surveillance concepts, practices, and procedures. Familiarity with infectious disease detection systems, zoonotic disease surveillance, and AMR in the Moroccan and broader MENA context is essential. Strong diagnostic, analytical, and problem-solving skills are required, along with the ability to analyze and interpret data, identify errors, and prepare comprehensive reports. The candidate must be articulate, professional, and capable of communicating clearly and positively with clients and staff. Good oral and written communication skills in French and Arabic are mandatory, while a working knowledge of English is preferred. Proficiency in Microsoft Office Suite is also necessary, along with sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in the assigned areas.

Educational Background:
A Bachelor's Degree or its international equivalent in Epidemiology, Public Health, or a related health field is required for this position. This educational background provides the foundational knowledge necessary for understanding the complexities of epidemiology and public health surveillance.

Experience:
The position requires a minimum of 2+ years of relevant experience in epidemiology, surveillance, or a related public health field. Experience in supporting infectious disease detection and surveillance programs in Morocco is considered an advantage. Candidates with prior work experience in a non-governmental organization, government agency, or private organization operating in the public health or global health security space will be preferred. Additionally, experience working on U.S. Government-funded projects is advantageous, as it demonstrates familiarity with the operational standards and expectations of such initiatives.

Languages:
Professional proficiency in French and Arabic (both written and spoken) is required for this position. A working knowledge of English is preferred, as it may facilitate communication with international partners and stakeholders.

The typical physical demands for this role include working in a standard office environment, with the ability to spend long hours looking at a computer screen and performing repetitive tasks on a keyboard. The candidate should be able to sit and stand for extended periods and lift or move up to 5 lbs. Travel requirements for this position are estimated to be between 10% to 25%. The expected hiring salary range for this role is MAD 160,000 - 220,000 annually for gross salary.
