The FTU plays a crucial role in supporting the technological needs of the mission, ensuring that information systems are effectively implemented and maintained to support the mission's objectives.

Job Overview:
The Information Systems Assistant will be responsible for a variety of functions related to the planning, implementation, and management of information systems projects within the UN mission in Libya. This role requires a proactive approach to monitoring the progress of systems analysis, design, development, testing, and implementation of new systems. The incumbent will work closely with the Chief of the FTU and other team members to ensure that all information systems projects align with the mission's goals. The position also involves budget management, technical specifications development, contract administration, and user support. The assistant will be expected to provide advice to users, analyze their requirements, and translate these into new applications, ensuring that existing systems are maintained and enhanced as necessary. The role is critical in developing training materials and disaster recovery plans, as well as researching and evaluating new technologies for deployment within the mission.

Duties and Responsibilities:
The Information Systems Assistant will perform a comprehensive set of duties, including but not limited to: assisting with the planning and monitoring of information systems projects; managing the Information Systems budget; supporting the development of technical specifications for procurement; handling contract administration; assisting in the development of information systems standards and guidelines; providing user support and troubleshooting; developing training materials and conducting training sessions; researching and evaluating new technologies; participating in writing reports on systems-related topics; developing yearly work plans; mentoring and supervising personnel; and coordinating feasibility studies and project planning for new technologies. The assistant will also be involved in developing plans for major Innovation & Technology systems projects, monitoring their progress, and ensuring that the underlying infrastructure integrates multiple technologies effectively.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with training or certifications in computer science, information systems, mathematics, statistics, or a related telecom engineering field being desirable. The position requires at least eight years of progressively responsible experience in Information Systems and Technology or a related area. Experience with UN SAP applications and incident management processes is essential, along with proficiency in creating Office 365 power applications. Candidates should have a minimum of two years of experience in a 3rd Line role specializing in network support, including knowledge of network protocols and security measures. Experience in conflict or post-conflict settings is also desirable.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. Additional qualifications such as training or certifications in relevant fields like computer science, information systems, or telecommunications are highly desirable and may enhance a candidate's application.

Experience:
The position requires a significant level of experience, specifically at least eight years in progressively responsible roles within Information Systems and Technology. Candidates should have hands-on experience with UN SAP applications and be trained in incident management processes. Experience in creating Office 365 power applications is mandatory, as is experience managing a service/support unit. A minimum of two years in a 3rd Line role focusing on network support in an enterprise environment is also required, along with familiarity with various network technologies and security protocols. Experience in providing services in a conflict or post-conflict setting is considered an asset.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Arabic is desirable and may be beneficial in facilitating communication within the mission and with local stakeholders. Proficiency in French is also advantageous, given that it is another working language of the UN.
