  • The observer will be engaged from March 18 to April 26, 2026, with additional time allocated for briefing and debriefing sessions via Teams. This role is crucial for ensuring the integrity of the electoral process, and the observer will be expected to monitor various aspects of the election, including the conduct of the electoral process, the behavior of electoral officials, and the overall environment in which the elections are held. The observer must be available for the entire duration of the assignment and must commit to the responsibilities outlined in the job description.

Duties and Responsibilities:
The duties of the Langtidsobservatør include but are not limited to: observing the electoral process on the ground, reporting on the conduct of the elections, assessing the compliance of the electoral process with international standards, participating in briefings and debriefings, and maintaining communication with NORCAP and ODIHR officials. The observer will also be responsible for documenting findings and providing feedback on the electoral process, which will contribute to the overall assessment of the elections. Additionally, the observer must ensure that they are prepared for any health checks mandated by NORCAP and be ready to submit their passport for visa processing if required.

Required Qualifications:
Candidates must possess a strong understanding of electoral processes and international standards for elections. They should have experience in election observation or related fields, demonstrating the ability to analyze and report on complex situations. Strong communication skills, both written and verbal, are essential, as the observer will need to interact with various stakeholders and report findings accurately. Candidates must also be adaptable and able to work in diverse environments, often under challenging conditions.

Educational Background:
A background in political science, international relations, law, or a related field is preferred. Candidates should have completed relevant training in election observation, and those who have not participated in NORDEM's training in the last three years must complete ODIHR's online course in election observation prior to the assignment. This educational foundation will equip candidates with the necessary knowledge to effectively observe and report on the electoral process.

Experience:
Candidates should have prior experience in election observation or a related field, ideally having participated in previous election monitoring missions. Experience working in international contexts and familiarity with the political landscape of Bulgaria or similar environments will be advantageous. The role requires a commitment to impartiality and a thorough understanding of the principles of democratic governance.

Languages:
Fluency in English is mandatory, as all reporting and communication will be conducted in this language. Proficiency in Bulgarian or other relevant languages is considered an asset, as it will facilitate better communication with local stakeholders and enhance the observer's effectiveness in the field.

Additional Notes:
The assignment is classified under Grade 8, with a salary range of 60,579 - 65,574 NOK per month. In addition to the salary, observers will receive a taxable disruption allowance of 10,647 NOK per month to cover minor expenses during the assignment. Additional allowances such as Hardship and Cost of Living Allowance (COLA) may vary depending on the specific assignment and location. NORCAP offers pension contracts for those interested. Candidates must ensure that their profiles in the ODHIR database are updated with required documents, including a valid passport, an updated CV, and completion certificates for relevant training courses.
