Job Overview:
The Consultant will provide technical and coordination support for the design, implementation, monitoring, and knowledge management of training activities under the project 'Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye (2024-2027)'. This project aims to enhance access to quality prevention, protection, and empowerment services for women and girls at risk of and survivors of violence against women and girls (VAWG) in earthquake-affected provinces. The Consultant will work closely with the Programme Specialist and the Deputy Country Director, ensuring that all interventions are survivor-centered, trauma-informed, and responsive to institutional and service delivery needs. The role involves developing training methodologies, coordinating with various stakeholders, and ensuring the alignment of training programs with national legal frameworks and international good practices. The Consultant will also support the development of knowledge products and tools to enhance institutional service delivery and facilitate inter-agency coordination related to EVAWG capacity development.

Duties and Responsibilities:
  • Provide Technical and Coordination Support for Training Design and Implementation: Offer technical inputs for the design and methodology of training programs, ensuring they are sensitive to the needs of women and girls. Guide the development of survivor-centered training content and coordinate with UN Women and MoFSS to engage qualified trainers. Monitor the rollout of training activities and assess knowledge transfer and learning outcomes. Facilitate selected training sessions and support the design of Training of Trainers (ToT) modules.
  • Support Development and Revision of Knowledge Products and Tools: Develop technical guidelines, manuals, and standard operating procedures to accompany training programs. Review draft knowledge products for quality assurance and ensure they align with national frameworks and international standards.
  • Coordination, Monitoring, Knowledge Management, and Technical Support: Provide technical support for planning and facilitating inter-agency workshops and technical meetings. Conduct monthly online supervision sessions and consultations with government institutions to validate training content. Collect and analyze training evaluation data to inform continuous improvement and prepare actionable recommendations for scaling up capacity-building models nationally. Draft guidance notes and progress reports on training activities.

Required Qualifications:
A master's degree in women's studies, law, social work, psychology, psychological counseling and guidance, or a related field is required. A first-level university degree with at least two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additional training or supervision certificates in disaster management, crisis psychology, humanitarian aid, or women's issues are desirable. The Consultant must have demonstrated knowledge and expertise in violence against women, women's services, victim-centered approaches, and the relationship between protection, assistance, and social services. Experience in designing, implementing, and monitoring training programs on violence against women for personnel working in institutions affiliated with the Ministry of Family and Social Services is essential.

Educational Background:
The position requires a master's degree in women's studies, law, social work, psychology, psychological counseling and guidance, or a related field. A first-level university degree combined with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional training or supervision certificates in relevant areas such as disaster management or women's issues are considered desirable.

Experience:
At least 7 years of progressively responsible experience in ending violence against women and girls (EVAWG) and women's protection services is required. The Consultant should have a strong track record in training and institutional capacity-building, with extensive experience in designing and implementing training programs for government institutions, shelters, or law enforcement. Proven working experience in projects conducted by the Ministry of Family and Social Services is desirable, along with familiarity with survivor-centered, trauma-informed training methodologies.

Languages:
Fluency in English and Turkish is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The contract duration is 60 working days until 31 March 2027, with payments made monthly based on approved deliverables. This is a home-based assignment with travel to project provinces as needed. UN Women Türkiye Office will cover travel organization and costs according to UN Women’s rules and regulations. The Consultant must complete all mandatory UN training courses and submit certificates to the supervisor and HR focal point. It is permissible for the Consultant to hold another contract with a different employer, provided there is no conflict of interest and the performance of required services for UN Women is feasible. The Consultant is responsible for any taxes due on fees received from UN Women.
