Job Overview:
The Human Resources Assistant position at UNRWA involves a variety of functions and responsibilities aimed at supporting the HR Services and HR Career Management divisions within the Field Human Resources Department. The incumbent will be responsible for maintaining and updating human resources records, ensuring accuracy in various HR documents, and initiating corrective actions as necessary. This role includes drafting routine correspondence, filling out Personnel Action Forms, and compiling information for statistical reports related to HR functions. The assistant will also participate in recruitment activities, which encompass job advertisements, screening candidates, administering assessments, and preparing recruitment packages. Additionally, the role involves managing personnel contracts, verifying requests from departments, and ensuring proper data entry in the HR Management System. The Human Resources Assistant will also assist in performance management activities, support new staff members, and respond to HR-related queries from employees. This position requires a proactive approach to HR tasks and the ability to work collaboratively within a team.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Assistant include:
  • Checking various human resources records, forms, and tables for accuracy and initiating corrective actions as required.
  • Maintaining and updating HR records and files, reviewing documents and certificates related to the section before processing them in the HR Management System.
  • Drafting routine correspondence and filling out Personnel Action Forms.
  • Collecting and compiling information from files to prepare or assist in preparing routine statistical and periodic reports related to HR functions.
  • Participating in recruitment activities, including job advertisement, screening, administering written assessments, participating in interviews, and preparing recruitment packages.
  • Managing complementary personnel contracts and documents, including verification, data entry, and payroll results review.
  • Receiving, registering, and distributing incoming mail and dispatching outgoing mail.
  • Ensuring proper filing and maintenance of personnel records and assisting in briefing new staff members.
  • Entering data on the HR Management System related to payroll, entitlements, or movements. 1
  • Supporting performance management activities, including assisting staff and supervisors in completing the electronic performance management system. 1
  • Relieving counterparts in other HR teams or sections as needed. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
The required qualifications for the Human Resources Assistant position include:
  • Successful completion of full secondary education.
  • A two-year post-secondary diploma in Human Resources Management, Business Administration, or a related subject.
  • At least 4 years of relevant experience in Human Resources management or related administrative duties.
  • At least 1 year of practical experience in a similar role.
  • Demonstrated computer skills and a good knowledge of databases, spreadsheets, and other applications used by the Agency.
  • Ability to maintain confidentiality and handle sensitive information appropriately.

Educational Background:
Candidates must have successfully completed full secondary education and possess a two-year post-secondary diploma in Human Resources Management, Business Administration, or a related field. This educational background is essential for understanding the principles and practices of human resources management and for effectively performing the duties associated with the position.

Experience:
Candidates are required to have at least 4 years of relevant experience in Human Resources management or related administrative duties. This experience should include practical involvement in HR functions, such as recruitment, personnel management, and administrative support. Additionally, at least 1 year of practical experience in a similar role is necessary to ensure that the candidate is well-versed in the specific tasks and responsibilities of the position.

Languages:
For this job opening, English is required as it is one of the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in English at UN Level II for reading, writing, listening, and speaking. While French is also a working language, proficiency in French is not mandatory for this position. Additional Notes:
The contract type for this position is a 'Daily Paid' contract modality for up to six months, with the possibility of further extension based on the need, availability of funds, and satisfactory performance. The position is graded at Grade 10, with a daily rate of 27.12 USD. Additional benefits include 1 day of annual leave and 1 day of sick leave for each completed month of service.
