Job Overview:
The position of Director of Development Impact Intelligence is crucial for overseeing the Development Effectiveness Office (DVF) at IDB Invest. This role involves supervising the design and implementation of the development effectiveness framework, ensuring compliance with evaluation standards throughout the project lifecycle, and fostering accountability and learning for clients, partners, and beneficiaries in Latin America and the Caribbean. The Director will be responsible for developing operational recommendations based on impact evaluations and data analytics, as well as collaborating with other Multilateral Development Banks (MDBs) on development effectiveness. The role also includes ensuring timely and transparent reporting on development impact to both internal and external stakeholders, managing a comprehensive suite of development effectiveness tools, and leading a dedicated team focused on these functions.

Duties and Responsibilities:
The Director will oversee DVF’s work on project and program evaluations, including thematic and sector reviews, ex-post evaluations, and impact evaluations, ensuring that lessons learned inform the design of new projects and advice on ongoing operations. Responsibilities include overseeing the production of IDB Invest’s self-evaluations and their validation, managing DVF’s analytics work to generate actionable intelligence, and steering the adoption of new technologies to enhance quality and efficiency. The Director will also manage DVF’s portfolio of knowledge products, oversee the provision of impact management services to partner organizations, and strengthen IDB Invest’s positioning as a thought leader in impact management. Additionally, the Director will coordinate closely with peers and other leaders across IDB Invest and the IDB Group to ensure cooperation and synergies.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent advanced degree) in economics, business administration, finance, public policy, or other relevant fields. A PhD is considered a plus. The role requires at least 10 years of relevant professional experience in impact management and development effectiveness, with extensive hands-on understanding of IDB Invest operations or comparable experience in a multilateral institution or development finance institution. Advanced expertise in impact evaluation methods, data analytics, and data science, including the application of artificial intelligence tools, is essential. Candidates should also have advanced project management skills, extensive team management experience, and the ability to engage stakeholders across different levels of the organization.

Educational Background:
A Master’s degree or equivalent advanced degree in a relevant field such as economics, business administration, finance, or public policy is required for this position. A PhD is considered an advantageous qualification that may enhance a candidate's profile.

Experience:
The position requires a minimum of 10 years of relevant professional experience in impact management and development effectiveness. Candidates should have extensive experience working in multilateral institutions, development finance institutions, or the private sector, with a strong understanding of IDB Invest operations. Experience in managing complex projects, developing and implementing innovations, and engaging stakeholders at various organizational levels is crucial. Additionally, candidates should have a proven track record in team management and the ability to coach and guide junior team members.

Languages:
Proficiency in English is mandatory for this position. While no specific language requirements are mentioned, knowledge of additional languages may be beneficial in enhancing communication and collaboration within the diverse context of Latin America and the Caribbean.

Additional Notes:
The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
