Job Overview:
The consultant will provide technical support to Member States in the Western Pacific Region, focusing on strengthening capacity building systems, leadership development, and regional collaboration in health workforce management. This role is crucial as countries face evolving health demands due to demographic changes, emergencies, and technological advancements. The consultant will work under the guidance of the technical officer in the Capacity and Leadership Strengthening unit (CAL) within the Data, Strategy and Innovation (DSI) Group. The primary goal is to enhance the competencies of health workers, managers, and policymakers, ensuring they are well-equipped to meet the challenges of modern healthcare. The consultant will collaborate with various stakeholders, including WHO country offices and partners, to design and implement capacity-building initiatives that align with regional priorities, particularly in innovative areas such as artificial intelligence (AI) for health workforce development.

Duties and Responsibilities:
The consultant's duties will include providing technical support to countries in strengthening their workforce capacity building systems, preparing regional synthesis reports on continuous professional development, and supporting the design and implementation of leadership programs for Pacific Island countries. Additionally, the consultant will draft documents for establishing a regional experts' group on capacity building, support national health academies' meetings, and prepare papers on AI training programs for health workers. The consultant will also engage with various stakeholders to promote evidence-based approaches and facilitate technical exchanges.

Required Qualifications:
Candidates must possess a first university degree in public health, public policy, education, social science, or a related field from a recognized university. A master's degree in a relevant field is desirable, along with relevant training in health workforce management, health education, policy development, and AI. Essential qualifications include a strong understanding of capacity building and health systems issues, particularly in the Western Pacific Region, and knowledge of adult learning principles and competency-based education. Strong writing skills for developing reports and proposals, as well as technical and diplomatic skills for collaboration with WHO teams and health ministries, are also required.

Educational Background:
The educational background required for this position includes a first university degree in public health, public policy, education, social science, or a related field from an accredited institution. A master's degree in a relevant field is preferred, along with additional training in health workforce management, health education, policy development, and AI. Candidates must provide evidence of their qualifications, which should be recognized by the World Higher Education Database (WHED).

Experience:
Candidates should have at least five years of experience in capacity building, health workforce management, public health, and health policy. Experience working with international organizations, particularly WHO or WHO Academy, is desirable. Familiarity with multicultural working environments is also beneficial, as the consultant will engage with diverse stakeholders across the region.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages relevant to the Western Pacific Region may be considered an advantage, enhancing communication with various stakeholders and partners.

  • The remuneration is set at a pay band B, with a monthly net rate of USD 5,600 to USD 6,000, based on an 80% full-time equivalent (FTE). The consultant will work remotely from home but must conform to the working hours of the WHO Regional Office for the Western Pacific in Manila, Philippines. Travel may be required if it contributes to the deliverables of the terms of reference (TOR), and WHO will arrange travel logistics. Candidates should be aware that WHO has a zero-tolerance policy towards sexual exploitation and abuse, and all members of the workforce are expected to uphold the highest ethical standards. Additionally, WHO requires proof of vaccination as a condition for undertaking assignments.
