Job Overview:
The Monitoring and Evaluation (M&E) Analyst plays a crucial role in the UNDP Country Office in Botswana, working under the supervision of the Deputy Resident Representative and the strategic guidance of the Resident Representative. The Analyst is responsible for ensuring the efficient management of the UNDP programme portfolio, which includes improving programmatic planning and performance target setting. The position involves the development and implementation of user-friendly standards and procedures that align with UNDP policies and the Enterprise Resource Planning (ERP) system Quantum. The M&E Analyst is expected to contribute effectively to the design, planning, monitoring, and implementation of country programmes and projects, ensuring that they meet predefined indicators and targets. This role also includes coordinating evaluations, audits, and the Harmonized Approach to Cash Transfers (HACT) process, thereby ensuring accountability and transparency in the UNDP's operations.

Duties and Responsibilities:
The M&E Analyst's duties include participating in the development of country programme documents, providing technical advice during the design stage of programmes/projects, ensuring alignment with UNDP strategies, and preparing high-quality project documents. The Analyst is responsible for coordinating evaluations and audits, drafting Terms of Reference for evaluation missions, and following up on the implementation of evaluation recommendations. Additionally, the Analyst will support the preparation of annual performance monitoring reports, facilitate knowledge sharing, and contribute to the planning and design of internal and external communications for outreach and partnership. The role requires effective collaboration with various stakeholders, including government counterparts, to ensure that monitoring and evaluation processes are integrated into the UNDP's development work.

Required Qualifications:
Candidates for the M&E Analyst position should possess a strong understanding of monitoring and evaluation principles, methodologies, and practices. They should have experience in programmatic planning and performance management, as well as familiarity with UNDP policies and procedures. The role requires excellent analytical skills, attention to detail, and the ability to synthesize complex information into actionable insights. Strong communication and interpersonal skills are essential for effective collaboration with diverse stakeholders, including government officials, UN agencies, and civil society organizations. The candidate should also demonstrate a commitment to accountability and transparency in their work.

Educational Background:
A Master's degree in social sciences, development studies, public administration, or a related field is required for the M&E Analyst position. Candidates with a Bachelor's degree in a relevant field may be considered if they have extensive relevant experience. Additional certifications in monitoring and evaluation, project management, or related areas would be an asset.

Experience:
The ideal candidate should have at least 5 years of progressively responsible experience in monitoring and evaluation, project management, or related fields. Experience working in the UN system or with international development organizations is highly desirable. The candidate should demonstrate a proven track record of successfully managing evaluations and audits, as well as experience in developing and implementing monitoring frameworks and systems.

Languages:
Fluency in English is mandatory for the M&E Analyst position, as it is the working language of the UNDP in Botswana. Knowledge of other UN languages or local languages spoken in Botswana would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

Additional Notes:
The position is based in Gaborone, Botswana, and is a full-time role. The UNDP offers a Monthly Volunteer Living Allowance (VLA) of $3368.47, along with a one-time entry lump sum of $3500 at the start of the assignment. Additional allowances are provided for dependents, and the position includes medical insurance, life cover, and annual leave.
