Job Overview:
The position involves identifying a portfolio for mitigation and analyzing scenarios, opportunities, and risks related to Ecuador's participation in international cooperation mechanisms under Article 6 of the Paris Agreement. The role is crucial in supporting Ecuador's efforts to engage in global climate initiatives and to develop strategies that align with international standards. The contractor will be expected to conduct thorough research, engage with stakeholders, and provide actionable insights that will guide the country's approach to climate change mitigation. This position is part of a broader initiative to enhance Ecuador's capabilities in managing climate-related challenges and leveraging international cooperation for sustainable development.

Duties and Responsibilities:
  • Conduct comprehensive analysis of potential mitigation strategies and their implications for Ecuador's climate commitments.
  • Identify and evaluate opportunities for participation in international cooperation mechanisms under the Paris Agreement.
  • Assess risks associated with various mitigation scenarios and provide recommendations for risk management.
  • Collaborate with national and international stakeholders to gather insights and foster partnerships.
  • Prepare detailed reports and presentations summarizing findings and recommendations.
  • Engage in capacity-building activities to enhance local understanding of climate change mitigation.
  • Monitor and evaluate the effectiveness of proposed strategies and adjust recommendations as necessary.
  • Ensure compliance with UNDP policies and procedures throughout the project.

Required Qualifications:
  • Proven expertise in climate change mitigation, environmental policy, or related fields.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Experience in working with international cooperation mechanisms and understanding of the Paris Agreement.
  • Excellent communication skills, both written and verbal, in Spanish and English.
  • Ability to work collaboratively in a multicultural environment and engage with diverse stakeholders.
  • Strong project management skills and ability to meet deadlines under pressure.

Educational Background:
A Master's degree in Environmental Science, Climate Change, International Relations, or a related field is required. A PhD in a relevant discipline would be an advantage. Additional certifications in project management or climate policy would be beneficial.

Experience:
A minimum of 5 years of professional experience in climate change mitigation, environmental policy analysis, or related fields is required. Experience working with UN agencies or international organizations is highly desirable. Proven track record of managing projects and delivering results in a timely manner is essential.

Languages:
Fluency in Spanish is mandatory, as the primary working language will be Spanish. Proficiency in English is also required to engage with international stakeholders and access relevant literature. Knowledge of additional languages would be considered an asset.

Additional Notes:
The contract duration is for 109 effective working days within a total period of 150 calendar days. This position is classified as an individual contractor role, and candidates are expected to submit their proposals through the UNDP supplier portal before the deadline. The role is full-time and may involve remote work depending on the circumstances.
