Job Overview: As the Country Representative for Moldova and Ukraine, you will play a pivotal role in leading and managing the programming and operational objectives aimed at supporting those affected by the ongoing war in Ukraine and the humanitarian crisis in Moldova. You will be responsible for overseeing the design and implementation of the 2025-2027 Country Strategy, ensuring alignment with program and operational objectives. The role involves frequent travel between Moldova and Ukraine, necessitating a strong understanding of the local context and the ability to foster partnerships with various stakeholders, including local Caritas affiliates and international organizations. Your leadership will also focus on building local capacity and promoting effective collaboration among team members and partners.
Duties and Responsibilities: The Country Representative will be responsible for a wide range of duties, including: championing the vision and strategic direction of CRS in Moldova and Ukraine; overseeing the design and review of the Country Strategy; ensuring projects meet CRS and donor standards; managing senior programming and operations staff; developing strategic partnerships; representing CRS to key stakeholders; managing risks and ensuring adherence to safety protocols; promoting efficient use of resources; leading efforts for strategic growth; fostering a culture of learning and innovation; and supporting the Caritas Country Forum on Ukraine. You will also be tasked with coaching and mentoring senior staff, ensuring compliance with operational standards, and promoting a workplace culture rooted in respect, equity, diversity, and inclusion.
Required Qualifications: Candidates must possess a Master’s degree in international development, International Relations, or a related field. A minimum of 10 years of experience managing complex relief and development programs is required. Additionally, candidates should demonstrate experience in managing high-value projects from multiple international donors, understanding donor regulations, and cultivating large-scale private donor awards. Experience working with Church partners and staff management abilities conducive to a learning environment are also preferred. Strong communication skills and the ability to represent the agency at high levels are essential.
Educational Background: The position requires a Master’s degree in international development, International Relations, or a related field. This educational background is crucial for understanding the complexities of humanitarian work and the strategic management of programs in crisis situations.
Experience: The ideal candidate should have at least 10 years of experience in managing complex relief and development programs. This experience should include a proven track record of successfully managing high-value projects funded by various international donors, including USG, EU, DFID, and UN agencies. Additionally, experience in staff management and the ability to coach and mentor senior program staff are highly valued.
Languages: Fluency in English is mandatory for this position. Proficiency in other languages relevant to the region may be considered an asset, enhancing communication with local partners and stakeholders.
Additional Notes: This position is classified at Salary Grade 12 and involves supervisory responsibilities over senior management team members, including the Head of Programs and Head of Operations. The role requires a willingness to travel up to 40% of the time within Moldova and Ukraine.
