Job Overview:
The consultancy position is aimed at providing specialized services to enhance the capacity of oversight committees and the Women’s caucus in Malawi. The consultant will be responsible for developing and implementing strategies that strengthen the operational effectiveness of these committees. This role requires a deep understanding of governance structures and the ability to facilitate training and capacity-building workshops. The consultant will work closely with local stakeholders to assess their needs and tailor the capacity development initiatives accordingly. The assignment is structured to be completed over a period of eight months, with a total of 10 working days allocated for in-person activities in Lilongwe and an additional 10 days for home-based work. The consultant is expected to deliver high-quality outputs that contribute to the overall objectives of the UNDP in Malawi, particularly in promoting gender equality and effective governance.

Duties and Responsibilities:
  • Conduct a needs assessment to identify the capacity gaps of oversight committees and the Women’s caucus.
  • Develop a comprehensive capacity development plan that addresses the identified needs.
  • Facilitate training sessions and workshops for committee members to enhance their skills and knowledge in governance and oversight functions.
  • Provide ongoing support and mentorship to committee members throughout the assignment period.
  • Collaborate with local stakeholders to ensure the sustainability of capacity development efforts.
  • Monitor and evaluate the effectiveness of the capacity development initiatives and make necessary adjustments.
  • Prepare and submit detailed reports on the progress and outcomes of the consultancy services.
  • Ensure compliance with UNDP policies and procedures throughout the consultancy process.

Required Qualifications:
  • Proven experience in capacity development, particularly in governance and oversight functions.
  • Strong understanding of the political and social context in Malawi, especially regarding gender issues.
  • Excellent facilitation and training skills, with the ability to engage diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and manage time effectively to meet deadlines.
  • Familiarity with UNDP’s mission and objectives, particularly in relation to gender equality and governance.

Educational Background:
A minimum of a Master’s degree in Public Administration, Political Science, Social Sciences, or a related field is required. Additional certifications in capacity development or training facilitation would be an advantage.

Experience:
A minimum of 5 years of relevant professional experience in capacity development, governance, or related fields is required. Experience working with oversight committees or similar organizations in Malawi or the region is highly desirable. Previous experience with UNDP or other international organizations will be considered an asset.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Malawi would be an advantage, as it would facilitate better communication with local stakeholders.

Additional Notes:
The consultancy is structured as an individual contractor position, with a total of 10 working days allocated for in-person activities in Lilongwe and 10 days for home-based work. The contract duration is spread over eight months, allowing for flexibility in scheduling. The consultant will be expected to submit proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be submitted in writing through the portal's messaging functionality.
