MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). The mission's primary objective is to support the Government of the Democratic Republic of Congo (DRC) in protecting civilians and stabilizing the region. This involves addressing threats posed by armed groups and reducing violence against civilians, including sexual and gender-based violence. MONUSCO aims to establish functional, professional, and accountable state institutions, including security" style="border-bottom: 1px dotted #007bff !important;">security and judicial institutions, to ensure a stable environment. The organization operates in various capacities to understand and address serious violations of human rights and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law in the DRC, supporting informed policy and decision-making for future security force vetting and operational planning.

Job Overview:
The Training Budget Officer will work under the direct supervision of the Chief of Integrated Mission Training Centre (CIMTC). The role involves coordinating the preparation and monitoring of the mission's annual training budget, ensuring compliance with budgetary allocations and mandatory training requirements. The officer will be responsible for processing training requests, maintaining budgetary records, and ensuring timely payments to vendors. This position requires a proactive approach to managing financial resources and supporting the training needs of the mission. The officer will also compile training statistics and prepare performance reports, contributing to the overall effectiveness of the mission's training initiatives. The role is crucial for ensuring that the mission's training programs are adequately funded and effectively implemented, thereby enhancing the capacity of personnel involved in peacekeeping operations.

Duties and Responsibilities:
The Training Budget Officer will undertake a variety of tasks, including: coordinating the preparation of the mission's annual training budget; monitoring the implementation of the training budget; processing training requests in line with budgetary allocations; updating sections on existing budget balances; ensuring Key Performance Indicators (KPIs) for budget expenditures are met; creating budget-related transactions and processing payments to vendors; following up on post-training documentation and payment requests; preparing end-of-budget-cycle performance reports; drafting routine correspondence related to administrative and financial matters; coordinating with section chiefs on training budget projections; maintaining records of training documents and policies; coordinating procurement of training services; compiling and reporting monthly training statistics; undertaking Umoja transactions for training services; coaching and mentoring IMTC staff on budget monitoring and reporting; and performing any other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess strong analytical and organizational skills, with a keen attention to detail. Proficiency in budget management and financial reporting is essential. The ideal candidate should demonstrate effective communication skills, both written and verbal, and have the ability to work collaboratively in a team environment. A strong understanding of training program requirements and compliance standards is also necessary. The candidate should be adaptable and capable of working in challenging environments, demonstrating professionalism and integrity at all times.

Educational Background:
A bachelor's degree in finance, business administration, public administration, or a related field is required. Advanced degrees or certifications in financial management or budgeting are highly desirable and may enhance a candidate's qualifications for this position.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in budget management, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, or related fields. Experience working in international organizations or in a peacekeeping context is an advantage. Familiarity with UN financial regulations and procedures is also beneficial.

Languages:
Fluency in French is mandatory, as it is the primary working language in the DRC. Proficiency in English is also desirable. Knowledge of local languages such as Lingala, Kikongo, Tshiluba, or Swahili would be an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This position is a non-family assignment based in Kinshasa, with a contract duration until 30 June 2025, with the possibility of a 12-month extension based on funding availability and performance. The role requires the ability to adapt to living conditions in the DRC, which can vary significantly. MONUSCO duty stations are considered non-family, except for Kinshasa, Lubumbashi, and Entebbe. The position may involve working in challenging conditions, and candidates should be prepared for potential security risks and health considerations, including mandatory vaccinations and malaria prophylaxis.
