Job Overview: The Electoral Officer (ICT) will play a crucial role in providing technical support and advice to the National Elections Commission (NEC) and other national institutions involved in the electoral process in South Sudan. This position requires a deep understanding of information and communication technology as it relates to electoral processes. The officer will be responsible for conducting needs assessments, advising on ICT strategies, and assisting in the design and implementation of secure and robust ICT infrastructure. The role also involves capacity building for national counterparts, ensuring that they are equipped with the necessary skills and knowledge to manage electoral processes effectively. The officer will work closely with various stakeholders to ensure that the electoral process is transparent, secure, and conducive to free and fair elections, in line with the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
Duties and Responsibilities: The duties of the Electoral Officer (ICT) include providing technical support to the NEC and other institutions, conducting needs assessments for ICT requirements, advising on cloud-based versus on-premises solutions, preparing ICT strategy documents, assisting in the design of secure infrastructure, and developing technical specifications for hardware and software. The officer will also provide expert advice on network security, conduct threat assessments, assist in troubleshooting ICT issues, and advise on cyber security and disaster recovery. Additionally, the officer will contribute to capacity-building initiatives, maintain partnerships with stakeholders, compile reports, and document best practices in ICT-related capacity development.
Required Qualifications: Candidates must possess a combination of advanced university degrees and certifications in relevant fields such as network administration, cybersecurity, and cloud computing. A Master's degree in Computer Science, Information Technology, Cybersecurity, or a related field is required, or a first-level university degree with additional qualifying experience. Certifications such as CCIE, CEH, and cloud infrastructure administration (e.g., Azure, AWS) are mandatory. Successful completion of programs in data analytics or related fields is desirable.
Educational Background: An advanced university degree (Master's degree or equivalent) in Computer Science, Information Technology, Cybersecurity, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates should also have certifications in advanced network administration, cybersecurity, and cloud computing infrastructure administration.
Experience: A minimum of five years of progressively responsible experience in the design, development, and implementation of ICT infrastructure for electoral processes is required. Candidates should have extensive hands-on experience with IT infrastructure, including server hardware, virtualization, storage solutions, and cloud environments. At least two years of experience in supporting or advising on electoral processes is necessary, with previous work experience in an electoral management body being desirable. Experience in post-conflict situations and managing projects is also beneficial.
Languages: Fluency in English (both oral and written) is required for this position. Knowledge of French is also beneficial, and knowledge of Arabic is desirable. The working languages of the United Nations Secretariat are English and French, and candidates must be able to communicate effectively in these languages.
Additional Notes: This position is temporarily available until June 30, 2025, with the possibility of extension based on funding availability. The role is a temporary assignment, and if the selected candidate is a current UN staff member, it will be administered as such. The position may be limited to internal candidates and those based at the duty station.
