Job Overview:
The Electoral Officer (Inclusion Initiatives) will play a crucial role in designing and implementing electoral assistance programs that focus on gender mainstreaming and the inclusion of marginalized groups in the electoral process. This position requires collaboration with national stakeholders, including electoral management bodies, to ensure that policies and practices are inclusive and equitable. The officer will also be responsible for developing training programs that cater to the needs of diverse communities, monitoring the impact of electoral processes on women's participation, and providing technical assistance to enhance the capacity of national institutions. The role demands a proactive approach to advocacy and outreach, ensuring that the rights of disadvantaged groups are promoted and protected throughout the electoral cycle.

Duties and Responsibilities:
The duties of the Electoral Officer (Inclusion Initiatives) include designing and implementing electoral assistance programs, providing advice to national stakeholders on gender and inclusion policies, developing training materials that are accessible to marginalized groups, monitoring the impact of electoral processes on women's participation, and supporting the design of advocacy approaches for disadvantaged groups. The officer will also be responsible for collecting and analyzing data to inform decision-making, drafting reports, managing projects, and establishing partnerships with key stakeholders in the electoral process. Additionally, the officer may supervise national and international staff and perform other related duties as required.

Required Qualifications:
Candidates must demonstrate professional competence in electoral processes, with a strong understanding of the technical and political implications of these processes. A commitment to gender balance and the equal participation of women and men in all areas of work is essential. The ideal candidate should possess excellent teamwork skills, the ability to plan and organize effectively, and a strong commitment to achieving organizational goals. The role requires a proactive approach to problem-solving and the ability to remain calm under pressure.

Educational Background:
An advanced university degree (Masters’ or equivalent) in political science, international economics, international relations, law, public administration, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Successful completion of programs in data analytics, business analytics, or data science is desirable.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in elections and related areas across at least two countries. This includes at least two years of experience in supervising or advising on electoral processes, preferably within a United Nations context or other relevant international electoral experience. Experience in institutional capacity building in an electoral context, as well as previous work with an Election Management Body, is required. Experience in developing countries and post-conflict situations is desirable, along with project management experience and familiarity with bilateral or multilateral negotiations.

Languages:
Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of Arabic is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders in South Sudan.

Additional Notes:
This position is temporarily available until 30 June 2025, with the possibility of extension based on funding availability. The role is a temporary assignment for current UN staff members and may be limited to internal candidates.
