Job Overview:
The Civil Engineer position within UNMISS is crucial for providing mission-wide operational support. The incumbent will report directly to the Chief of the Engineering Operations Unit and will be responsible for overseeing all civil engineering activities related to the design, construction, and repair of various infrastructure projects. This includes buildings, roads, bridges, airfields, and waste disposal systems. The role requires a combination of technical expertise and project management skills, as the engineer will be involved in planning, designing, and executing engineering projects while ensuring compliance with UN standards and practices. The position also involves frequent site visits to monitor progress and provide technical advice, making it essential for the engineer to possess strong problem-solving abilities and effective communication skills to liaise with various stakeholders.

Duties and Responsibilities:
The Civil Engineer will undertake a variety of tasks, including but not limited to: applying engineering calculations and practices to complete portions of larger projects; planning and designing specifications for projects; preparing Bill of Quantities (BOQ), cost estimates, technical specifications, and bidding documents; conducting site visits to monitor project activities; performing technical evaluations of bids; developing technical data regarding materials and costs; preparing cost estimates for repairs; liaising with other engineers and specialists; conducting investigations for improved designs; analyzing project proposals for technical feasibility; identifying routine engineering operational requirements; monitoring and coordinating project design and construction; maintaining accurate project records; drafting engineering drawings using AutoCAD; conducting structural analysis; and performing other duties as assigned by the line manager. Additionally, the engineer is expected to engage in volunteerism activities and promote capacity development among local personnel.

Required Qualifications:
Candidates must demonstrate integrity and professionalism, with a strong ability to apply sound judgment in their work. They should possess effective organizational and problem-solving skills, be able to manage a large volume of work efficiently, and establish priorities. A commitment to continuous learning and adaptability to changes in the work environment is essential. The ability to work independently in a politically sensitive environment while maintaining discretion and impartiality is crucial. Strong interpersonal skills and the ability to communicate effectively with diverse groups are also required, along with a genuine commitment to the principles of voluntary engagement.

Educational Background:
A degree in Civil Engineering or a related field is required for this position. Candidates should have a solid understanding of engineering principles and practices, as well as familiarity with relevant software tools such as AutoCAD and structural analysis programs. Additional certifications or training in project management or construction management would be advantageous.

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in civil engineering, particularly in project management and infrastructure development. Experience working in challenging environments, such as conflict zones or remote locations, is highly desirable. Familiarity with UN operations and standards is a plus, as is experience in international development or humanitarian projects.

Languages:
Fluency in English is mandatory, as it is the working language of the UN. Knowledge of additional languages, particularly those spoken in South Sudan, would be considered an asset but is not required.

Additional Notes:
This position is classified as a non-family duty station, and candidates should be prepared for austere living conditions with shared accommodation. The role may involve extensive travel within South Sudan, and the ability to work in difficult and potentially hazardous environments is essential.
