Job Overview:
The Programme Manager will be responsible for the efficient management and implementation of health programs related to HIV, TB, and Malaria under the Global Fund GC7 grant in Nepal. This role involves leading the development and refinement of program implementation plans, ensuring alignment with Global Fund strategies and objectives. The Programme Manager will contribute to the development of work plans, timelines, and budgets, ensuring timely planning and execution of the program. The position requires analyzing data and reports from Sub-Recipients (SRs) and government entities, providing feedback for report finalization, and preparing capacity building plans for national stakeholders. The Programme Manager will also establish partnerships with various government and non-government entities, facilitate collaboration among stakeholders, and ensure effective program monitoring and risk management. This role is crucial for supporting the rollout of health services and ensuring compliance with donor requirements.

Duties and Responsibilities:
  • Lead the development and refinement of program implementation plans in line with Global Fund strategies and objectives.
  • Contribute to the development of work plans, timelines, and budgets in accordance with the Project Document.
  • Ensure timely planning, budgeting, and implementation of HIV, TB, and Malaria programs as per the GC7 grant.
  • Review reports from Sub-Recipients and government entities, providing feedback for finalization.
  • Ensure timely completion of reports (monthly/quarterly/annually) as required by the donor.
  • Analyze data and reports from SRs for strategic planning and develop reports for stakeholders and senior management.
  • Identify areas for capacity building for national stakeholders and prepare capacity building plans.
  • Provide substantive input in the preparation of technical documents, policies, guidelines, and tools for program planning.
  • Establish and maintain partnerships with government entities and strategic partners. 1
  • Monitor project expenditures and lead budget revisions in cooperation with UNDP’s QUANTUM system. 1
  • Track program activities, milestones, and deliverables to ensure they are on schedule. 1
  • Lead data collection, compilation, and quality control for program reports in line with Global Fund requirements. 1
  • Coordinate evaluations and reporting for the program, ensuring compliance with Global Fund guidelines. 1
  • Promote gender equality and social inclusion throughout program implementation. 1
  • Create a safe working environment by developing a respectful organizational culture.

Required Qualifications:
  • Advanced university degree (Master’s Degree or equivalent) in Public Health, Public Administration, Social Sciences, International Relations/Development, Monitoring & Evaluation, or related field is required.
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields combined with an additional 2 years of relevant experience will be considered in lieu of a master’s degree.
  • A minimum of 5 years of relevant experience in program management and M&E with a master’s degree, or 7 years with a bachelor’s degree.
  • Proficiency in M&E methodologies, logical frameworks, and theory of change.
  • Strong skills in quantitative and qualitative data collection, analysis, and visualization.
  • Experience with Global Fund processes and reporting standards is a strong asset.
  • Understanding of Gender Equality and Social Inclusion issues.

Educational Background:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in relevant fields such as Public Health, Public Administration, Social Sciences, International Relations/Development, Monitoring & Evaluation, or related areas. Alternatively, a first-level university degree (bachelor’s degree) in these fields combined with additional relevant experience may be considered.

Experience:
The position requires a minimum of 5 years of relevant experience in program management and monitoring & evaluation, preferably in the health or development sector. Candidates with a master’s degree should have at least 5 years of experience, while those with a bachelor’s degree should have 7 years. Experience in developing and implementing M&E systems for large, multi-stakeholder programs is essential, along with strong skills in data analysis and visualization. Familiarity with donor-funded programs, particularly those funded by the Global Fund, is beneficial.

Languages:
Fluency in English and Nepali is required for this position. Candidates should possess strong communication skills in both languages to effectively engage with stakeholders and report on program activities.
