Job Overview: The Telecommunications Technician position at the FS-5 level is crucial for the United Nations Truce Supervision Organization (UNTSO) in Damascus. The role involves overseeing various telecommunications specialties, including microwave radio systems, satellite communications, rigging, infrastructure, video-teleconferencing, and radio systems. The technician will be responsible for the preparation, installation, and maintenance of complex telecommunications equipment and systems, ensuring that all operations are conducted efficiently and effectively. The technician will report to the Chief ICT Operations and will play a key role in ensuring the reliability and functionality of communication systems essential for UN operations.
Duties and Responsibilities: The Telecommunications Technician will perform a wide range of duties, including: leading the preparation and installation of microwave radio systems; supervising the setup and testing of digital microwave systems; coordinating the programming and commissioning of new equipment; overseeing radio-link calculations and interference analysis; collaborating with the Rigging unit for antenna deployment; maintaining technical awareness of emerging technologies; proposing methods for disaster recovery; coordinating the installation and maintenance of satellite communication systems; planning the construction and maintenance of communication towers; preparing blueprints for cabling infrastructure; leading the installation of video-teleconferencing systems; managing preventive maintenance for telecommunications equipment; and developing training programs for staff. The technician will also ensure compliance with industry standards and best practices, manage inventory records, and liaise with other UN agencies and local authorities on telecommunications matters.
Required Qualifications: Candidates must possess a high school diploma or equivalent, along with a certification or diploma in Electronics, Systems Engineering, or Telecommunications. Additional certifications in rigging, microwave systems, and Motorola Radio systems are required or desirable. Project management certification (PRINCE2 or similar) and ITIL V4 Foundation certification are also desirable. Candidates should demonstrate a strong understanding of telecommunications principles and equipment, as well as the ability to apply technical skills effectively.
Educational Background: A high school diploma or equivalent is required for this position. Additionally, candidates must have a certification or diploma in Electronics, Systems Engineering, or Telecommunications. Specialized certifications in rigging and microwave systems are also required, with preference given to those with experience in specific systems such as Aviat Eclipse or Ericsson Mini-Link.
Experience: Candidates must have a minimum of eight years of experience in planning and installing complex telecommunications equipment and networks. At least three years of this experience must be at the international level, with a focus on coordinating telecommunications systems in remote field offices for international organizations. Supervisory experience in telecommunications is desirable, as is relevant knowledge of outdoor telecommunications infrastructure in remote locations. Experience working in a United Nations field operation or similar international organization in a conflict or post-conflict setting is also preferred.
Languages: Fluency in English (oral and written) is required for this position. Knowledge of French is also beneficial, as English and French are the working languages of the United Nations.
