Job Overview:
The Finance Management Specialist will be responsible for ensuring financial oversight and reporting for the Global Fund programmes in Nepal. This role involves monitoring and managing the financial activities of Sub-recipients (SRs) to ensure compliance with the Global Fund's financial guidelines. The specialist will implement robust financial procedures, track expenditures, prepare cash flow forecasts, and ensure timely closure of SRs programmes. Additionally, the role requires identifying potential financial risks, ensuring compliance with procurement policies, and guiding SRs through audit requirements. The specialist will also focus on capacity assessment and building of SRs, facilitating knowledge sharing, and promoting gender equality and social inclusion throughout programme implementation.

Duties and Responsibilities:
The incumbent will report to the Finance Specialist and will be responsible for the following duties:
  • Financial Oversight: Monitor and manage financial activities of Sub-recipients (SRs) to ensure compliance with Global Fund guidelines. Track expenditures, manage advance payments, and ensure proper processing of payments. Implement financial procedures for receipts, payments, and bookkeeping. Prepare cash flow forecasts and ensure timely closure of SRs programmes.
  • Risk Management: Identify financial risks associated with SRs and implement mitigation strategies. Ensure fiduciary controls are in place for effective management of donor funds. Guide SRs on audit requirements and ensure compliance with financial reporting standards.
  • Capacity Building: Evaluate financial management capacities of SRs and develop action plans to address gaps. Provide training and support to enhance financial management systems.
  • Audit Coordination: Facilitate regular financial audits of SRs and coordinate with external auditors to address audit findings.
  • Knowledge Sharing: Assist in developing training plans for SRs and conduct regular trainings on financial reporting requirements.
  • Gender Equality and Social Inclusion: Ensure GESI is mainstreamed in all project activities and create a safe working environment.
  • Perform other duties as assigned to ensure efficient office functioning.

Required Qualifications:
Candidates must possess a professional accounting qualification from an internationally accredited institute of accountancy, and/or an advanced (master’s) university degree in Finance and/or Accounting. A first-level university degree (bachelor’s degree) in Finance and/or Accounting combined with two years of qualifying experience will also be considered. Candidates with no professional accountancy qualifications must complete the Finance Training and Certification Programme (FTCP) if recruited. Candidates with an MBA or master's in finance without accountancy qualification must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Educational Background:
A professional accounting qualification from an internationally accredited institute of accountancy is required. An advanced (master’s) university degree in Finance and/or Accounting is preferred. A first-level university degree (bachelor’s degree) in Finance and/or Accounting combined with additional qualifying experience will be considered. Candidates with professional accounting qualifications will have a distinct advantage.

Experience:
A minimum of 2 years of relevant and progressive professional experience in providing financial management advisory services is required for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. Experience in reporting and budgeting, as well as knowledge of Global Fund’s financial policies and procedures, is essential. Familiarity with international donor-funded projects and financial ERP packages is desired. Candidates should also have solid experience working in high-pressure environments with multi-cultural groups.

Languages:
Fluency in English and Nepali is required for this position. Candidates must demonstrate strong communication skills in both languages to effectively engage with stakeholders and partners.
