Job Overview:
The Animal Production and Health Officer (ECTAD Country Team Leader) plays a critical role in managing the ECTAD Country Team, providing technical and management leadership, and offering advisory services on animal health and One Health issues. This position involves the prevention and control of transboundary animal diseases (TADs) and emerging infectious diseases (EIDs), including zoonoses and antimicrobial resistance (AMR). The officer will work closely with national stakeholders in the animal production and health sector, ensuring that FAO's strategic objectives are met through effective program implementation and collaboration with various partners. The role requires a comprehensive understanding of regional programs and the ability to develop and implement strategies that align with FAO's mission and the needs of the country.

Duties and Responsibilities:
  • Lead and manage the ECTAD Country Team, ensuring effective integration of animal health activities within the broader FAO country program.
  • Provide technical guidance and support to the FAO Representative in Indonesia on animal health and One Health issues.
  • Develop and implement country strategies and programs for the control of TADs and EIDs in collaboration with the national government.
  • Supervise the preparation of project work plans and ensure timely provision of inputs for ECTAD-implemented projects.
  • Engage in resource mobilization efforts, including the preparation of concept notes and project proposals.
  • Maintain links with national networks on diagnosis and epidemiology to share technical information.
  • Coordinate the preparation of timely reports for the government, FAO, and donors.
  • Provide leadership and managerial support to ECTAD Country Team Members.
  • Conduct regular field missions to monitor project activities and ensure smooth implementation. 1
  • Collaborate with other FAO members to coordinate emergency preparedness and rapid response activities.

Required Qualifications:
  • Advanced university degree in animal science, veterinary science, or a related field.
  • A minimum of seven years of relevant experience in managing and implementing animal health and One Health programs.
  • At least five years of experience at the international level in developing countries, particularly in the Southeast Asia region.
  • Proficiency in English (level C) and intermediate knowledge of another official FAO language (Arabic, Chinese, French, Russian, or Spanish) (level B).

Educational Background:
Candidates must possess an advanced university degree in animal science, veterinary science, or a related field. This educational background is essential for understanding the complexities of animal health and One Health issues, as well as for developing effective strategies and programs to address these challenges.

Experience:
Candidates should have a minimum of seven years of relevant experience in the management and implementation of animal health and One Health programs. This experience should include at least five years at the international level, particularly in developing countries, with a focus on the Southeast Asia region. Experience in field positions and working with regional institutions is highly desirable.

Languages:
Proficiency in English is mandatory, with a working knowledge (level C) required.
