Job Overview:
The Financial Accounting Officer will play a crucial role in supporting the Accounting and Finance Unit of the FHI 360 Indonesia office, specifically for the EPIC Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Project. This position involves conducting financial accounting duties, ensuring accurate financial reporting, and providing support for various projects as needed. The incumbent will be responsible for preparing payment vouchers, managing vendor invoices, and ensuring the completeness of supporting documentation. The role requires a proactive approach to financial management, including monitoring advances, preparing monthly financial close reports, and overseeing petty cash management. The Financial Accounting Officer will also be tasked with maintaining financial files and ensuring compliance with internal control systems, particularly regarding VAT-related transactions. This position is essential for maintaining the financial integrity of the projects and supporting the overall mission of FHI 360.

Duties and Responsibilities:
The duties and responsibilities of the Financial Accounting Officer include:
  • Preparing payment vouchers for vendor invoices, travel expense reports, and other program-related payments.
  • Ensuring the completeness of supporting documentation and accuracy of financial entries for reporting purposes.
  • Preparing advance requests for workshops, travel, and subawards, while monitoring available funds and reconciling advances as per Country Office policies.
  • Compiling monthly financial close reports, including bank reconciliations, and submitting them to Corporate Accounting.
  • Recording all financial transactions for assigned projects in a timely manner and ensuring their accuracy and completeness.
  • Reconciling subrecipient advances and expenses, and updating the subaward tracker accordingly.
  • Performing data entry for the accounting and finance system.
  • Managing petty cash and maintaining accurate records.
  • Keeping financial files organized and up-to-date, ensuring electronic filing of all finance documents. 1
  • Reviewing project expenses and preparing documentation for VAT-exemption requests. 1
  • Updating and maintaining the internal control system for VAT-related transactions. 1
  • Performing other duties as assigned by management.

Required Qualifications:
The ideal candidate for the Financial Accounting Officer position should possess the following qualifications:
  • A Bachelor’s degree in finance or accounting.
  • A minimum of 5 years of relevant experience in a non-governmental organization (NGO) setting.
  • Proficiency in spreadsheet software is required.
  • Prior experience working on US Government programs and in an international NGO environment is preferred.
  • Strong organizational skills, attention to detail, and a positive attitude are essential.
  • Excellent communication skills in both written and spoken English and Bahasa Indonesian are mandatory.
  • Experience with Microsoft Dynamics NAV ERP software is preferred.
  • Tax Brevet A and B certifications will be considered an advantage.

Educational Background:
Candidates must have a Bachelor’s degree in finance or accounting. This educational background is essential for understanding the financial principles and practices necessary for the role. The degree should be from an accredited institution, ensuring that the candidate has received a solid foundation in financial management and accounting practices.

Experience:
The position requires a minimum of 5 years of relevant experience in an NGO setting. This experience should include financial accounting duties, familiarity with financial reporting, and an understanding of the financial management processes within international organizations. Candidates should demonstrate a proven track record of managing financial transactions and reporting accurately in a timely manner.

Languages:
Fluency in both English and Bahasa Indonesian is mandatory for this position. The candidate must be able to read, write, and speak both languages proficiently, as effective communication is crucial for collaboration with team members and stakeholders. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is full-time and based in Jakarta, Indonesia. The expected hiring salary range for this role is IDR 135,000,000 - 200,000,000 annually for basic salary.
