Job Overview:
The Country Finance & Compliance Manager plays a crucial role within the senior management team of Mercy Corps, specifically within the Finance Department. This position is responsible for overseeing all financial management aspects of the country programs in South Sudan. The manager will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director to ensure compliance with both internal policies and donor regulations. Key responsibilities include managing accounting, payments, banking, payroll, budgeting, financial reporting, and grant financial management. The role also involves providing timely financial reports and assistance to the Program team to ensure efficient and effective use of financial resources. The manager is expected to recognize opportunities for innovative actions and contribute to the overall strategy development of the organization in the country.

Duties and Responsibilities:
  • Develop and implement financial management strategies that align with Mercy Corps’ objectives.
  • Ensure compliance with Mercy Corps’ internal policies and donor regulations.
  • Manage all financial functions including accounting, payments, banking, payroll, budgeting, and financial reporting.
  • Provide financial oversight and support to the Program Department.
  • Prepare and submit timely financial reports to the Country Director and other stakeholders.
  • Interface with donor representatives and communicate program information as needed.
  • Conduct regular audits of financial systems and processes to ensure compliance.
  • Develop the capacity of the finance team and assist with their career development.

  • Hire, orient, and lead finance team members as necessary.

Required Qualifications:
  • Proven experience in financial management, compliance, and accounting.
  • Strong understanding of donor regulations and compliance requirements.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Strong communication and interpersonal skills.
  • High ethical standards and integrity in financial management.

Educational Background:
A bachelor’s degree in finance, accounting, business administration, or a related field is required. A master’s degree or professional certification (such as CPA or ACCA) is preferred.

Experience:
A minimum of 5 years of experience in financial management, with at least 3 years in a managerial role. Experience working in a non-profit or humanitarian organization is highly desirable, particularly in a developing country context.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in South Sudan is an advantage but not required.
