In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. Job Overview:
The Consultant will support the partnership between UN Women and the Ministry of Finance in Indonesia, focusing on the implementation of a study on Gender Responsive Budgeting (GRB). This role involves developing research frameworks, methodologies, and conducting data collection to evaluate the effectiveness of GRB in promoting gender equality. The Consultant will analyze data related to female labor force participation, access to financing for women, and women's roles in climate action. The position requires engagement with stakeholders through focus group discussions to validate findings and provide insights for policy analysis. The Consultant will also draft research reports and develop presentation materials for dissemination to stakeholders.

Duties and Responsibilities:
The Consultant's duties include developing a research design and methodology for evaluating Gender Responsive Budgeting in Indonesia, collecting relevant data from various sources, facilitating focus group discussions with stakeholders, providing technical support for policy analysis based on research findings, and drafting reports with policy recommendations. The Consultant will also support the Women's Economic Empowerment program at UN Women Indonesia and collaborate with team members on related tasks. Specific deliverables include project inception reports, review reports on fiscal policies, microdata analysis, interim reports on various study areas, and a final report on the GRB study.

Required Qualifications:
Candidates must possess a Master's degree in economics, international finance, international relations, development studies, social science, or a related field. Additional qualifications in women's economic empowerment, gender equality, financial inclusion, and social inclusion are advantageous. A postgraduate degree in economics or development studies is preferred. Candidates should have a minimum of 5 years of relevant professional experience in policy advocacy, program development, and implementation, with at least 3 years focused on gender equality and social inclusion. Experience in consulting for government or international organizations on green economy or sustainable finance is also beneficial.

Educational Background:
A Master's degree in a relevant field is required, with additional coursework or research in women's economic empowerment and gender equality considered an asset. A postgraduate degree in economics or development studies will be viewed favorably.

Experience:
Candidates should have at least 5 years of professional experience in economic development policy advocacy and program implementation, with a strong emphasis on gender equality and social inclusion. Experience working with government, international organizations, and the private sector on gender-related policies and women's economic empowerment is essential. Familiarity with Gender Responsive Budgeting is a plus.

Languages:
Fluency in both oral and written Indonesian and English is mandatory. Candidates must demonstrate excellent technical and analytical writing skills, which will be assessed through a writing sample.

  • This position is home-based but will require travel as approved by the Programme Management Specialist or Head of Programmes. Payment for the consultancy will be based on the successful completion of deliverables, with certification of satisfactory completion required for each payment.
