Job Overview: The Senior Construction Management Engineer plays a critical role in overseeing infrastructure construction management projects. This position requires a blend of technical expertise and leadership skills to ensure that projects are delivered sustainably and in accordance with UNOPS policies and local standards. The engineer will work closely with a diverse team of specialists, including structural engineers, architects, and procurement experts, to manage all aspects of project implementation. The role involves not only technical oversight but also capacity building and training of local staff to ensure long-term sustainability of the projects. The engineer will be responsible for ensuring that construction works are completed on time, within budget, and to the desired quality standards, while also engaging with stakeholders to foster strong working relationships and effective communication throughout the project lifecycle.
Duties and Responsibilities: The Senior Construction Management Engineer will have a comprehensive set of responsibilities, including but not limited to: leading the supervision of construction works, ensuring compliance with contractual provisions and design specifications, managing project timelines and budgets, preparing and maintaining project documentation, overseeing stakeholder engagement, and ensuring effective communication among project teams. The engineer will also be responsible for conducting capacity-building activities, sharing best practices, and ensuring that lessons learned are documented and utilized for future projects. Additionally, the engineer will lead personnel management efforts, establishing performance indicators and fostering a culture of respect and accountability within the team. Safety and security oversight for all project personnel will also be a key responsibility, ensuring compliance with UN standards and policies.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field such as Civil or Construction Engineering, Architecture, or Construction Management. Alternatively, a first-level university degree combined with additional relevant experience may be accepted. A technical diploma with extensive experience may also be considered. A valid driving license and the ability to travel independently are required. Candidates should have a minimum of 7 years of experience in managing or supervising construction activities, with a proven track record of delivering projects on time and within budget. Experience in complex quality, safety, and environmental management plans is essential, along with proficiency in design and planning software.
Educational Background: An advanced university degree (Master's) in an infrastructure-related field is required. A first-level university degree (Bachelor's) combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. A technical or professional diploma with four additional years of relevant experience may also be accepted. Candidates must have a valid driving license and the ability to travel independently.
Experience: The position requires at least 7 years of experience in managing or supervising construction activities on large and diverse projects. Candidates should have a proven ability to deliver projects in demanding cultural contexts and under challenging conditions. Extensive experience in site management and mentoring engineering staff is essential, as is proficiency with relevant software tools for design and planning.
Languages: Proficiency in English is mandatory for this position. Working knowledge of Russian and/or Uzbek is considered an asset, enhancing communication with local stakeholders and team members.
