Job Overview:
The National Project Coordinator will play a crucial role in implementing the Digital Convergence Initiative (DCI) Project in Pakistan, specifically focusing on the province of Khyber Pakhtunkhwa (KP). This position involves coordinating with various stakeholders, including the government, GIZ, and other ILO projects, to enhance social protection coverage and improve the interoperability of social protection systems. The coordinator will be responsible for analyzing socioeconomic data, developing project work plans, monitoring progress, and ensuring that project activities align with the goals of the ILO and the needs of the local population. The role requires a strong understanding of social protection policies and the ability to facilitate access to social services for informal economy workers. The National Project Coordinator will also be expected to participate in conferences, workshops, and training sessions, representing the project and providing insights on its progress and challenges.

Duties and Responsibilities:
The National Project Coordinator will have a wide range of responsibilities, including:
  • Reviewing and analyzing development plans and socioeconomic data to identify areas for technical cooperation.
  • Collaborating with the Government of Khyber Pakhtunkhwa and GIZ to design and revise project work plans and budgets.
  • Monitoring project progress and ensuring clarity and consistency in reports and data.
  • Engaging with technical officers and counterparts to expedite project implementation.
  • Assisting in resource programming and budget management, identifying problems and proposing solutions.
  • Providing administrative support for social protection activities in KP.
  • Participating in and contributing to conferences, seminars, and training sessions.
  • Briefing ILO specialists and drafting official correspondence and reports.
  • Preparing technical reports and periodic progress updates on project activities. 1

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. An advanced degree in labor economics is highly advantageous. Additionally, candidates should demonstrate a strong understanding of social protection policies and practices, as well as the ability to work effectively with government bodies and development partners. Knowledge of the policy-making process and labor market institutions is also essential.

Educational Background:
The educational requirement for this position includes a first-level university degree in a relevant field such as economics, public policies, or development studies. An advanced degree, particularly in labor economics, is considered a strong asset and would enhance a candidate's qualifications for the role.

Experience:
Candidates should have at least one year of professional experience at the national level in project management, implementation, monitoring, and evaluation within the area of social protection. Proven experience working with government bodies responsible for policy-making and collaboration with development partners is highly desirable. Familiarity with labor economics, poverty reduction strategies, and social policies is also important for this role.

Languages:
Excellent knowledge of the working language of the duty station (Urdu) is mandatory, along with a good command of English. Proficiency in both languages is essential for effective communication and collaboration with stakeholders and project partners.

This position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on funding availability and project needs. The recruitment process is open to both internal and external candidates, with specific local recruitment criteria for National Officer positions.
