Job Overview: The HR Coordinator will be responsible for directing and coordinating all administrative and labor services within the organization. This role involves defining and ensuring adherence to Solidarités International's human resource policies while monitoring compliance with donor processes and local laws. The HR Coordinator serves as the primary point of reference for the mission and acts as a liaison between the headquarters and the mission for all administrative matters. Given the ongoing conflict in Sudan, the HR Coordinator will face significant challenges, including a substantial increase in activities and funding, necessitating extensive recruitment efforts. The position will be based remotely in N'Djamena due to difficulties in obtaining Sudanese visas. The initial priorities for the first few months include advising on HR setup for bases, developing an HR policy for the emergency response team, managing relations with local authorities regarding recruitment, and clarifying the legal framework for contract management.
Duties and Responsibilities: The HR Coordinator's duties include:
Directing and coordinating all administrative and labor services for the mission.
Defining and implementing human resource policies in alignment with organizational goals.
Monitoring adherence to donor processes and local labor laws.
Acting as the primary contact for administrative matters between the mission and headquarters.
Advising on the HR setup for new bases and ensuring compliance with local regulations.
Developing and implementing an HR policy for the emergency response team.
Establishing and maintaining relationships with local authorities regarding recruitment processes.
Contracting legal assistance to clarify the legal framework for contracts.
Managing HR procedures across borders, particularly between Chad and Sudan. 1
Supporting the recruitment process to meet the increased demand for personnel due to expanded operations.
Required Qualifications: Candidates must possess a BAC +5 in HR management. Additionally, they should have 3-4 years of experience in a similar HR position, preferably within the humanitarian sector. Familiarity with HOMERE software is essential, along with experience in opening new project bases and structuring HR departments. Strong team management skills and the ability to build the capacity of HR teams are also required. Candidates should demonstrate the ability to work under pressure and possess strong initiative and improvisation skills.
Educational Background: A minimum educational requirement of BAC +5 in Human Resource Management is necessary for this position. This advanced degree should provide a solid foundation in HR principles and practices, equipping candidates with the knowledge needed to effectively manage human resources in a humanitarian context.
Experience: The ideal candidate should have 3-4 years of relevant experience in a similar HR role, particularly within the humanitarian sector. This experience should include a proven track record of managing HR functions in challenging environments, as well as experience in team management and capacity building.
Languages: Fluency in English is mandatory for this position. Proficiency in French is also required, while knowledge of Arabic would be considered a strong asset, enhancing communication capabilities within the region.

The compensation package includes a gross monthly salary starting from EUR 2860, which consists of a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation and travel expenses. The organization also offers a break system, allowing for time off after a set period of work, and provides a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs.
