Job Overview:
The Monitoring and Evaluation Consultant will play a crucial role in the IOM Chad Country Office, specifically focusing on the RESITCHAD project. This position involves leading the management of monitoring, evaluation, and reporting activities, ensuring compliance with IOM's Planning, Monitoring and Reporting Policy. The consultant will be responsible for designing and implementing monitoring tools, maintaining project-specific M&E plans, and coordinating evaluations. The role requires collaboration with various stakeholders, including government partners and UN agencies, to ensure effective monitoring and performance management. The consultant will also be tasked with capacity-building sessions for local partners and community groups, emphasizing the importance of participatory approaches in M&E activities. This position is vital for enhancing the overall effectiveness of IOM's projects in Chad and ensuring accountability to affected populations.

Duties and Responsibilities:
  • Design, implement, and supervise qualitative and quantitative monitoring tools for accurate data collection and analysis.
  • Develop and maintain project-specific M&E plans and indicator tracking tables.
  • Regularly update the Country Office’s Evaluation Plan and coordinate evaluations.
  • Provide technical support for data analysis and synthesis into reports for external partners.
  • Collaborate with the Public Information Officer to integrate M&E findings into public materials.
  • Document good practices and lessons learned from monitoring and evaluation activities.
  • Supervise and guide assigned staff on M&E activities throughout project implementation.
  • Advise IOM units and partners on effective monitoring and compliance with reporting requirements.
  • Participate in external coordination with partners and donors to present M&E data. 1
  • Ensure local stakeholder involvement in M&E activities. 1
  • Lead capacity-building sessions for local partners on M&E. 1
  • Support the operationalization of Accountability to Affected Populations (AAP) mechanisms. 1
  • Stay updated on IOM M&E frameworks and compliance with global standards. 1
  • Perform any other duties as required.

Required Qualifications:
  • Master’s degree in international relations, Political or Social Sciences, Business or Public Administration, Law, or a related field with two years of relevant experience; or a University degree in the above fields with four years of relevant experience.
  • Proven experience in project monitoring and reporting for community stabilization or peacebuilding projects.
  • Experience in project/strategy development and capacity-building activities.
  • Strong understanding of internal and international migration issues in Chad and the region.
  • Experience liaising with governmental authorities and international financial institutions.
  • Proven ability to organize consultations, workshops, and seminars with high-level stakeholders.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as international relations, Political or Social Sciences, Business or Public Administration, or Law. Alternatively, a University degree in these fields is acceptable if accompanied by four years of relevant professional experience. The educational background should provide a solid foundation for understanding complex migration issues and project management.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Candidates should have experience in project monitoring and reporting, particularly in community stabilization or peacebuilding projects. Familiarity with project development and capacity-building activities is essential, along with a sound understanding of migration issues in the region. Experience in engaging with governmental authorities and organizing high-level stakeholder consultations is also necessary.

Languages:
Fluency in English and French is mandatory for this consultancy, both oral and written. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position may require travel to N'Djamena and other Sub Offices as needed. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants must secure their own medical insurance for non-occupational issues.
