Job Overview:
The Local ICA Specialist position is primarily focused on the development and implementation of WASH (Water, Sanitation, and Hygiene) infrastructure interventions in Mozambique. The role requires the specialist to advise implementing partners on the design of infrastructure interventions, ensuring that they meet the needs of end users while adhering to UNOPS quality standards and budget constraints. The specialist will also be responsible for developing capacity-building plans tailored to the needs of implementing partners, analyzing their policies, and proposing modifications to enhance the effectiveness of WASH services. This position involves significant collaboration with various stakeholders, including government entities, community organizations, and other partners, to ensure that WASH interventions are effective and sustainable. The specialist will also monitor and report on the quality of WASH interventions, ensuring compliance with established standards and practices.

Duties and Responsibilities:
The duties and responsibilities of the Local ICA Specialist include:
  • Development of WASH infrastructure interventions, including advising implementing partners on design, developing conceptual designs, and preparing design briefs.
  • Conducting needs assessments to identify user-specific requirements based on gender, age, disabilities, and socio-cultural norms.
  • Reviewing budgets for proposed WASH interventions and ensuring value for money throughout the infrastructure life cycle.
  • Preparing detailed capacity-building plans based on identified gaps and conducting participatory workshops with partners.
  • Assisting in WASH procurement processes by reviewing tender documents and supporting partners in their tender processes.
  • Monitoring and quality assurance of WASH interventions, including setting up remote supervision systems and conducting field visits.
  • Reporting on the progress of WASH interventions, ensuring timely and qualitative documentation.
  • Building relationships with WASH stakeholders and representing UNOPS in relevant meetings and events.
  • Organizing training and capacity-building initiatives for partners and contributing to knowledge sharing within the WASH sector.

Required Qualifications:
The required qualifications for the Local ICA Specialist position include a Master's Degree in Civil Engineering, Water Engineering, or a related field. Alternatively, a Bachelor's Degree in the same fields with an additional four years of relevant experience may be accepted. Candidates must have a minimum of two years of professional experience in Water Engineering or Water Management, with demonstrated experience in WASH infrastructure capacity building. Experience with NGOs or governmental agencies in the WASH sector is considered an asset, as is experience working with the UN or other humanitarian/development agencies. Proficiency in Google Suite and working knowledge of project planning software are desired.

Educational Background:
Candidates must possess a Master's Degree in Civil Engineering, Water Engineering, Water, Waste, and Environmental Engineering, Water, Sanitation, and Waste Engineering, or Hydrology and Water Management. A Bachelor's Degree in these fields, combined with four years of relevant experience, may also be acceptable. The educational background should provide a strong foundation in engineering principles as they relate to water and sanitation infrastructure.

Experience:
The position requires a minimum of two years of professional experience in the field of Water Engineering or Water Management. Candidates should have demonstrated experience in WASH infrastructure capacity building and familiarity with the operational context of NGOs or governmental agencies involved in the WASH sector. Experience working with the UN or other humanitarian/development agencies is advantageous, particularly in developing countries where WASH infrastructure is critical.

Languages:
Fluency in written and oral English and Portuguese is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and documentation. Additional language skills may be beneficial but are not mandatory.
