Job Overview:
The Emergency Response Team Leader is responsible for managing a team of emergency field staff and implementing a portfolio of emergency projects. This role requires a high level of technical expertise and the ability to ensure that projects align with donor requirements and organizational strategies. The Team Leader will contribute to the development of the Emergency Response strategy, which may encompass sectors such as Livelihood, Shelter, and WASH. The position involves regular reporting to the Area Manager and Program Manager, ensuring that project staff are adequately trained and that the rights of internally displaced persons (IDPs) and returnees are promoted. The Team Leader will also engage with local authorities and stakeholders, representing NRC in relevant forums and ensuring adherence to organizational policies and procedures.

Duties and Responsibilities:
The duties and responsibilities of the Emergency Response Team Leader include:
  • Line Management: Directly manage the Emergency field team, ensuring effective performance and development.
  • Project & Budget Management: Oversee the successful delivery of emergency activities, including humanitarian surveillance, multi-sector needs assessments, and cash and voucher distributions. Manage assigned project budgets and regularly review targets against actual performance.
  • Strategy Development: Collaborate with the Emergency Manager and relevant specialists to develop and revise the Emergency Response Strategy based on area-level analysis.
  • Technical Support: Provide technical guidance and leadership to partners and communities, ensuring compliance with minimum standards.
  • Partnerships: Identify and develop strategic partnerships, assessing the performance of existing partners involved in emergency response activities.
  • Assessments: Oversee assessments for emergency response activities, ensuring they are comprehensive and relevant.
  • Monitoring & Evaluation: Ensure effective monitoring and evaluation of projects, developing systems in collaboration with the M&E team.
  • Accountability: Ensure accountability to affected populations in line with NRC policies.
  • Coordination: Represent NRC in local response coordination bodies at the Mueda level, facilitating collaboration and information sharing.

Required Qualifications:
The position requires several qualifications, including:
  • Minimum of 4 years of experience in project implementation within humanitarian or recovery contexts.
  • Proven experience working in complex and volatile environments.
  • Technical expertise in emergency response, including humanitarian surveillance and multi-sector needs assessments.
  • Documented results related to the responsibilities of the position.
  • Strong leadership skills and the ability to manage and empower team members.
  • Fluency in Portuguese and advanced knowledge of English.
  • Familiarity with languages spoken in Northern Cabo Delgado is advantageous.
  • Knowledge of project management tools and software, including KoboCollect and Microsoft Office applications.

Educational Background:
Candidates should possess a relevant educational background, typically a degree in a field related to humanitarian assistance, social sciences, or project management. Advanced degrees or specialized training in emergency response or related areas may be preferred, enhancing the candidate's ability to perform effectively in this role.

Experience:
The ideal candidate should have a minimum of 4 years of relevant experience in project implementation, particularly in humanitarian or recovery contexts. Experience in managing emergency response projects and working in complex, volatile environments is essential. The candidate should also have a proven track record of delivering results and managing teams effectively.

Languages:
Fluency in Portuguese is mandatory, as it is the primary language of communication in the region. Advanced proficiency in English is also required to facilitate communication with international stakeholders. Knowledge of local languages spoken in Northern Cabo Delgado is considered a valuable asset, enhancing the ability to engage with local communities effectively.

This position is based in Pemba, Mozambique, and may involve travel to other locations as required.
