Job Overview:
The Emergency Response Manager position is critical for overseeing and managing emergency projects in Pemba, Mozambique. This role involves direct line management of emergency field staff and the implementation of a portfolio of emergency projects, ensuring adherence to proposals, strategies, and donor requirements. The Emergency Response Manager will contribute to the development of the Emergency Response strategy, which may encompass sectors such as Livelihood, Shelter, and WASH (Water, Sanitation, and Hygiene). The position requires regular reporting to the Area Manager and Program Manager, as well as capacity building of project staff to enhance their skills. The manager will also engage with local authorities and stakeholders, representing NRC in relevant forums and ensuring that the rights of IDPs and returnees are promoted in line with the organization's advocacy strategy.

Duties and Responsibilities:
The Emergency Response Manager will be responsible for the direct line management of the Emergency field team, ensuring effective delivery of emergency activities such as humanitarian surveillance, multi-sector needs assessments, cash and voucher distributions, and referrals. The role includes managing assigned project budgets, reviewing targets against actuals, and adjusting work plans as necessary. The manager will support the Emergency Manager and relevant CC Specialists in developing and revising the Emergency Response Strategy, providing area-level analysis and recommendations. Technical support will be provided to partners and communities, ensuring compliance with minimum standards and collaborative engagement in developing technical standards and guidance. The manager will oversee assessments for emergency response activities, ensuring that monitoring and evaluation systems are in place and aligned with NRC policies. Additionally, the manager will represent NRC in local response coordination bodies and ensure accountability to affected populations.

Required Qualifications:
Candidates must possess a minimum of 4 years of experience in project implementation within humanitarian or recovery contexts, demonstrating expertise in emergency response, humanitarian surveillance, and multi-sector needs assessments. Experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Candidates should have a strong understanding of leadership skills and be fluent in Portuguese, with advanced knowledge of English. Knowledge of local languages spoken in Cabo Delgado is advantageous. Familiarity with project management tools, such as budgets and indicator tracking tables, is also required.

Educational Background:
A relevant educational background is essential for this position, typically including a degree in humanitarian studies, social sciences, or a related field. Advanced training or certifications in emergency response, project management, or related disciplines may be beneficial and enhance a candidate's qualifications.

Experience:
The position requires a minimum of 4 years of relevant experience in project implementation, particularly in humanitarian or recovery contexts. Languages:
