Job Overview: The Resources Management Officer will play a crucial role in supporting, monitoring, and coordinating the budgetary, financial, human resources, and administrative functions of the Sub-Office in Pemba, Mozambique. This position requires close collaboration with the Head of Resources Management and other senior officers within the organization. The officer will be responsible for overseeing financial management, ensuring compliance with donor agreements, preparing financial reviews, and assisting in budget preparation. Additionally, the officer will support the maintenance of internal controls, manage human resources functions, and oversee supply chain services. The role demands a proactive approach to prevent financial deficits and improve operational efficiency, making it essential for the officer to possess strong analytical and problem-solving skills.
Duties and Responsibilities:
Monitor and oversee financial management for all activities in the Country Office, including reviewing financial expenditures and ensuring accountability.
Facilitate treasury management by forecasting cash flows according to Country Office activities and its Sub-Offices.
Prepare financial reviews of projects, overseeing budget control processes and analyzing variances between budgeted and actual expenditures.
Assist in annual budget preparation, monitoring budget control, and preparing budgets for new projects.
Maintain and strengthen internal controls to safeguard the Organization’s assets and prevent fraud.
Review payroll against budgets, ensuring correct salary allocations to projects.
Draft project and donor financial reports in accordance with IOM regulations.
Participate in reviewing existing systems and procedures, recommending improvements for efficiency and effectiveness.
Assist in managing Human Resources functions, applying HR policies, and resolving sensitive cases. 1
Oversee Supply Chain services, including contracts with suppliers and management of support services. 1
Participate in UN meetings as required. 1
Perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should demonstrate strong financial administration skills, including budgeting, accounting, and human resources management.
Educational Background: The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with four years of relevant professional experience is acceptable. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have experience in all areas of financial administration, including financial management, accounting, and budgeting. Experience in human resources, procurement, and logistics is also required. Familiarity with Enterprise Resource Planning systems is essential, and experience in emergency operations, monitoring and evaluation, or audit is considered an advantage. The role requires the ability to work closely with government and international officials, demonstrating sound judgment and the capacity to work under pressure.
Languages: IOM’s official languages are English, French, and Spanish. Fluency in English is required for this position, both oral and written. A working knowledge of Portuguese is advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This vacancy is exclusively open to current and former IOM staff members who were separated in the last 12 months due to the structural adjustment process.
