Job Overview: The Supply Chain Officer position is crucial for ensuring the effective management of supply chain activities within IOM's operations in Pemba. The successful candidate will work under the supervision of the Senior Resources Management Officer and the Supply Chain Officer, focusing on delivering quality goods and services to beneficiaries at optimal prices and in a timely manner. Responsibilities include coordinating procurement activities, evaluating bidding processes, and managing purchase orders. The officer will also assist in developing procurement plans, negotiating terms, and providing technical guidance to staff. This role requires collaboration with various units at Headquarters and Administrative Centres, as well as coordination with other UN agencies and local suppliers. The officer will also be involved in asset management, fleet activities, and the maintenance of office facilities, ensuring that all essential utilities are available. Training and guidance will be provided to junior SCM staff, and participation in UN inter-agency meetings will be expected.
Duties and Responsibilities:
Coordinate procurement activities, including the revision and consolidation of purchase request forms.
Organize and evaluate bidding processes, ensuring compliance with IOM procurement rules.
Follow up on purchase orders until successful delivery and payment to suppliers.
Assist in complex, higher-value purchases and support the development of procurement plans.
Participate in negotiations of purchase terms and conditions, resolving delivery issues.
Provide technical guidance on procurement instructions and procedures.
Develop, evaluate, and update procurement systems and procedures, suggesting improvements.
Identify and evaluate local and international suppliers based on quality, price, and reliability.
Develop tools for tracking contracts and procurement progress. 1
Manage supply chain activities related to property, asset management, and transportation. 1
Coordinate fleet activities and monitor vehicle maintenance and fuel consumption. 1
Ensure the maintenance of office facilities and equipment. 1
Provide training and support to junior SCM staff. 1
University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, with four years of relevant professional experience; or a high school diploma with six years of relevant experience.
Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
High level of computer literacy and ability to prepare clear reports.
Demonstrated ability to supervise staff and coordinate administrative activities.
Excellent communication and negotiation skills.
Ability to work with national and international institutions and establish realistic resource requirements.
Educational Background: Candidates must possess a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Alternatively, a high school diploma combined with significant professional experience in the field may be acceptable. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is required.
Experience: Candidates should have experience in procurement and logistics, particularly in working with service providers and vendors. Familiarity with asset management processes and IOM/UN procurement and logistics rules is advantageous. Experience in an international organization within a multicultural setting is preferred, along with a background in training and coordinating teams.
Languages: Fluency in English and Portuguese, both written and spoken, is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Mozambique will be considered.
